Summary:
Directs and manages, under the direction of the Director of Procurement, all aspects of procurement strategy, compliance and training.

Salary: $170,000.00 - $176,000.00 Annually
Work Schedule: Monday - Friday 8:00am - 4:00pm
Key Responsibilities
- Under the direction of the Director, Procurement evaluates and makes recommendations on the MWRA's entire procurement program including reviewing and advising on all MWRA Policies and Procedures relating to Purchasing, Construction, Non-Professional Services and Professional Services.
- Updates MWRA Policies and Procedures to assure adherence to state laws and regulations and industry best practices.
- Advises on the professional services selection process to generate increased competition and to streamline the process.
- Reviews all existing contract documentation for purchasing, construction and professional and non-professional services and makes recommendations on the terms and conditions.
- Develops procurement and contract documentation for as-needed work and services, such as MWRA "House Doctor" contracts.
- Develops procurement and contract documentation for smaller professional service engagements - particularly those outside the design and engineering categories.
- Develops Procurement training programs for Purchasing, Construction and Professional and Non-Professional Services to assure compliance with state laws and regulations, MWRA Policies and Procedures and industry best practices and to optimize staff resources.
- Reviews major Capital Improvement Program projects, including for combined sewer overflows, Deer Island upgrades and Metropolitan Water Supply Tunnel, to ensure contract compliance.
- Reviews procurements to ensure Purchasing staff are following best practices for purchases under $20K and makes recommendations as needed.
- Assists Purchasing with periodic audits of the purchasing card ("P-Card") program.
- Advises on questions and issues related to Ch. 30 and Ch. 149.
- Advises on real property acquisitions and dispositions.
- Advises on and assists with potential initiatives to generate more construction competition on Ch. 30 and Ch. 149 for projects.
- Provides training relating to Prevailing Wage compliance and oversight.
- Advises on and assists with procurement-related legislation.
- Conducts procurements on an as-needed basis as assigned by the Director, Procurement including creating, reviewing, editing and/or evaluating Requests for Qualifications, Requests for Proposals, and responses thereto, bid documents and bids, responses to solicitations, and contract documents.
- Performs related duties as required.
Required Qualifications
- A Bachelor's degree in business administration, public administration or a related field is required. A Master's degree in a related field or a degree in law is strongly preferred; and
- Understanding of contract administration/procurement as acquired through at least eight (8) years of contract management/procurement experience of which at least three (3) years should be in a managerial or supervisory capacity; or
- Any equivalent combination of education or experience.
- A valid Massachusetts Class D Motor Vehicle Operators License or driver's license from another state is required to travel to MWRA sites.
Knowledge and Abilities
- Knowledge of and experience with M.G.L. Chapters 149 and 30 and with design and other professional and nonprofessional service contracts required; governmental/public contract experience strongly preferred.
