About the role

ARServices is seeking an Acquisition Specialist to join our team supporting the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD).  In this position, you will provide Advisory and Assistance Services (A&AS) to the Advanced Research Division (CXR) in the Counter-WMD Technologies Department delivering acquisition program advice and assistance support.

The successful candidate will support all aspects of R&D program acquisition and management.  Candidates must have a demonstrated experience in acquisition and technical program management. 

Principal Duties

Provide acquisition planning, programming, budgeting and execution support for defense science and technology development programs in accordance with DOD Directive 5000.01 to government program manager.

The successful candidate will apply experiential knowledge to:

  • Develop acquisition strategies and procurement documents;
  • Support the design of the program to meet capability gaps;
  • Develop and monitor program plans for assigned projects;
  • Coordinate and lead support to contracting officers up through contract award and administration functions to support the customer;
  • Prepare and maintain program management execution reports;
  • Author correspondence, program briefings, etc.; and,
  • Support overall management of R&D projects related to cost, schedule, and performance. 

Requirements

The successful candidate must possess the following requirements:

  • Experience:  minimum 5 years professional experience in Acquisition assignments of successive responsibility
  • Minimum of 5 years’ experience working within the DoD
  • Experience working with R&D programs  

Skills/Competencies:

  • Expertise in Acquisition including extensive knowledge of Federal Acquisition Regulation (FAR) and defense Federal Acquisition Regulation Supplement (DFARS)
  • Counter Weapons of Mass Destruction (CWMD) knowledge
  • Special Operations knowledge
  • Acquisition Program Planning and Project Management
  • Analytical Research (assessing threats and market research)
  • DOD Directive-5000.01 program management
  • Education: BA/BS degree (preferably in management, business, or policy). 
  • Clearance requirement: TOP SECRET/SCI

Desired Qualifications

The ideal candidate should also possess the following:

  • Skills: demonstrated successful project management to include communications at the General Officer / SES level, and fiscal planning and execution management of annual budgets in excess of $20M;
  • Knowledge: Special Operations, Counter-Proliferation (CP) and counter-terrorism (CT) technology market, offensive CP/CT plans; detection and defeat of chemical, biological, radiological or nuclear weapons of mass destruction
  • Education: Master’s degree in management, business, or other related training (e.g., previous certification as DAWIA acquisition professional, membership in DOD acquisition corps, or Certified Project Management Professional). 
  • DTRA experience
  • Research, Development, Testing and Evaluation and familiarity with the Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services.
