The Celestar Corporation has been issued an IMMEDIATE Task Order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a INL/FO Staff Support Assistant who will be seated in Washington, DC. If interested and qualified, we welcome you to post for this challenging opportunity.
SECURITY CLEARANCE: An active Top Secret security clearance with eligibility for access to SCI (Sensitive Compartmented Information) is required for this position. The Assistant may begin working with an Interim Top Secret clearance.
PERIOD OF PERFORMANCE: One (1) Year from the Date of Award with the potential for four (4) follow-on Option Years.
BACKGROUND
The U.S. Department of State is the lead institution for conducting American diplomacy, and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
The Bureau of International Narcotics and Law Enforcement Affairs (INL), established in 1978, is developing policies and managing programs to combat international narcotics production and trafficking, reduce international crime, and strengthen law enforcement capabilities overseas. INL’s programs emphasize direct actions to secure borders and eradicate illicit crops, as well as to build capabilities of key countries whose law enforcement and judicial structures are vulnerable to transnational threats, including terrorism, and whose weaknesses pose a threat to U.S. security and a challenge to U.S. interests.
LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the INL/FO: Monday through Friday, 40 hours per week, 8 hours per day.
LOCATION
The physical work location is the INL/EX office in State Annex -1, Columbia Plaza, 2401 E St. NW, Washington, D.C.
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide the Assistant with office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all furnished property.
TELEWORK
This position has been designated as 50% telework and will require the incumbent to report to the physical work location 5 times per federal government pay period. This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in-person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location on additional days within a pay period as required to support office or program needs.
Telework must be authorized in advance by the INL/FO on-site supervisor, INL Contracting Officer (CO), and Contracting Officer’s Representative (COR), per Department of State and INL policies.
TRAVEL
Local, in-town travel is authorized for this position under the award
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and per Department policy. These trainings do not require INL Contracting Officer (CO) approval.
Travel-related training (i.e., FACT (CT650), HTSOS-C, etc.), may be required, if applicable. The Contractor’s Program Manager (PM) shall coordinate with INL/EX/GAPP to determine if applicable and if INL (CO)’s approval is required prior to. All other training requires INL CO approval.
