Consulting Director, Capital Project Development and Permitting (Director Level)

ERM seeks a motivated Consulting Director, Capital Project Development and Permitting in the Gulf Coast Business Unit (e.g., Texas and Louisiana). If you have significant consulting experience in the Diversified Energy Industry (i.e., traditional and/or renewable sector, power generation and transmission, and/or oil and gas sector) and are great at building client relationships, commercial development, managing projects and teams, and contributing subject matter expertise to permit large capital projects, this position is for you. Consistent with this focus, ERM is seeking an experienced professional to join our firm as a key client-facing energy sector subject matter expert. ERM is structured to encourage collaboration and networking among regional offices, providing opportunities to collaborate with ERM’s national Low Carbon Energy Transition (LCET) team to share expertise and consulting opportunities. Our many leaders proactively work together to build strategies and campaigns around key business drivers for our clients, with the primary focus of finding and delivering high-profile rewarding projects and building our business. This position focuses on providing technical and project management leadership with siting, permitting and evaluating environmental impacts of energy projects (capital projects and compliance strategies and implementation). NEPA and FERC regulatory program experience is a plus. Projects are often fast-paced, multi-faceted, and geographically diverse, and may include oil and gas pipeline, low carbon capital development, solar, onshore wind, offshore wind, energy storage and transmission. The position will require the candidate to work both independently and on project teams, and to possess the capacity to manage varying priorities and multiple tasks to work on concurrent projects and meet project deadlines. The candidate will serve as a Project Manager on multi-disciplinary projects with people management requirements as well as focus on the commercial development of ERM’s business. This position has growth potential into our Partner-track or Technical Director programs, depending on experience, interest, and qualifications.

RESPONSIBILITIES

• Working with clients to define, target and develop opportunities within the ERM system, including working with existing ERM account managers and delivery teams to expand existing accounts and opportunities.
• Managing and performing multi-media permitting associated with capital development projects with an emphasis on local, state, and federal permitting, including but not limited to compliance associated with regulations of federal agencies such as the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, Federal Energy Regulatory Commission, and Bureau of Ocean Energy Management.
• Providing technical leadership and direction to mentor and develop ERM's staff proficiency with wetland delineation, habitat and species assessments, permitting, and report writing.
• Demonstrating strong analytical skills, excellent writing and presentation skills, and a mastery of impactful client communication (i.e., technical and commercial communication skills).
• Building strong and trusted relationships with clients and/or business partners.
• Leading and overseeing the preparation of environmental assessments (EAs)/environmental impact statements (EISs) Perform project delivery activities such as report writing, undertaking and organizing data collection, performing data and literature review, and developing recommendations for clients.
• Working within quality/budget/schedule expectations and scope-specific assignments.
• Supporting preparation of technical proposals and participate in business development with existing clients and identified leads.
• Contributing technical, subject matter or project management expertise on due diligence reviews, environmental critical issues assessments, impact assessment deliverables, and overall quality control review.
