Senior Business Analyst with Training experience

The Leidos Health and Civil Sector is seeking a Senior Business Analyst with Training experience to support a state Medicaid program that will assist the State in modernizing their Medicaid Enterprise System architecture with a modular System Integration Platform (SIP) that provides flexible system integration services. The ideal candidate must be a strong technical analyst to lead the development of system integration requirements, energetic and self-motivated, able to guide and mentor technical professionals, and with a value-driven and customer-centric mindset.
Requires US Citizen or US Person - position is remote AND candidate MUST be located in the United States.
Primary Responsibilities:
- Works with stakeholders, such as business leaders, subject matter experts, and module vendors, to gather business requirements, understanding their needs, goals, and pain points.
- Analyzes existing custom and COTS functionality and features and performs gap analysis with business and system integration requirements.
- Uses tools such as flowcharts, and diagrams to document processes and identify bottlenecks.
- Recommends solutions to improve business processes, such as implementing new software or modifying existing systems.
- Works with solution architects and developers to outlining the potential impact of their recommendations.
- Facilitates communication between stakeholders, ensuring that everyone is on the same page regarding requirement analysis goals, requirements, and timelines.
- Planning, developing and delivering training programs for technical products or solutions.
- Analyzing training needs and developing programs to address them; evaluating third party training providers; developing lesson plans, training materials, course content and methodology; and managing delivery of training across multiple formats.
- Evaluate efficacy of training and application of knowledge, provide train-the-trainer programs and qualify trainers for content delivery.
Required Qualifications:
Bachelor's Degree and 8 years of related experience. Additional 4 years of experience may be considered in lieu of degree.
- Experience leading the gathering and analyzing system requirements for custom applications and COTS products and performing gap analysis.
- Experience using agile techniques for requirements elicitation, software testing, quality assurance processes, and writing technical documentation.
- Experience with Azure DevOps.
- Experience working in an iterative implementation environment managing requirements, backlogs, and roadmaps of multiple products.
- Ability to effectively communicate with technical and non-technical stakeholders.
- Experience collaborating with customers to define and prioritize goals, backlogs and success metrics on Iterative software development projects.
- Experience engaging in business process analysis, understanding the customer's business process requirements, and capable of translating those business requirements into business and technical documentation and specifications.
- Ability to create, promotion, delivery, and learner follow-up of training sessions via a number of means on a variety of technical topics.
- Expertise with scheduling, development, and delivery of courseware for the various training programs.
- Experience providing ad hoc and monthly reports on activity metrics including trainings, user engagements, and helpdesk tickets/closures.
- Comprehensive knowledge of development process and implementation rhythms.
- Strong communication and collaborative skills in providing technical direction and hands-on software requirements development including design.
- Developing and leading presentations of detailed business and functional requirements.
- Ability to communicate with leadership on progress, status, and risks about the project.
Preferred Qualifications:
- Experience with Healthcare System implementations.
- Certified Professional Scrum Master.
- Knowledge of UX designs for user experiences for portal applications.
- Knowledge of integration platforms, web services, and integration protocols
- Knowledge of DevSecOps life cycle, tools, and processes

Pay Range:
