Responsibilities
Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Noblis MSD is seeking to hire a Program/Project Manager.
Noblis MSD is seeking a Program/Project Manager with direct experience leading U.S. Navy hull, mechanical, and electrical (HM&E) projects. The qualified candidate shall:
1. Provide direct project management to Navy clients, to include facilitation of technical and programmatic requirements, schedules, and Systems Engineering Processes (SEP).
2. Provide task management to include budgeting, scheduling, resource management, and deliverable reviews/submittals.
3. Participate on proposal development teams, to include authoring and review.
4. Provide technical leadership and expertise across cross-functional teams to leverage capabilities and share knowledge and information across the organization.
5. Understand the current and emerging client space and evaluate and apply practical and innovative concepts and methodologies to solve difficult problems.
6. Make recommendations to improve standard practices, procedures and tools.
Required Qualifications
Bachelor of Science (BS) in Engineering, Business, or Management.
10+ years of professional experience in a managerial capacity.
Familiarity and understanding of U.S. Navy programs and organizations.
Demonstrated ability to manage project status (cost/schedule).
Effective communication skills both written and verbal; ability to interpret and communicate technical requirements.
Candidate shall possess an active Secret security clearance.
Desired Qualifications
Project Management Professional (PMP) certification is a plus.
Demonstrated experience working with Naval HM&E systems.
Prior experience with proposal development is a plus.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
