IT Concepts, Inc. (ITC) is seeking an experienced Strategic Communications Manager to support our VA-ESOM- End Point Support and Operations Monitoring contract across the United States. The VA is responsible for providing comprehensive onsite and remote support to IT customers across all VA Administrations and special program offices, including direct support of over 340,000 VA employees and thousands of contractors who use government-furnished IT equipment and infrastructure. The VA provides support staff across 100+ CONUS and OCONUS locations including difficult-to-accommodate locales, such as high cost of living or under supported economic areas, where VA offices or facilities may be located and require onsite services. 

Responsibilities:

  • Leads communications for “Endpoint Support and Operations Monitoring” Contract (ESOM) “End User Operations” (EUO) that effectively describe and promote EUO’s initiatives and capabilities across the agency, contractors, COR and ESOM management.
  • Conducts research and evaluates communication initiatives to assess outcomes creating process improvement for more effective and strategically aligned communication services and methods complaint to the agency policies.
  • Develop and execute communication strategies in response to crises or sensitive issues, ensuring accurate, timely, and controlled dissemination of information.
  • Create and approve key communication materials (e.g. ESOM EUO Work plan) including press releases, speeches, reports (e.g. ESOM EUO Weekly reports), and digital content, ensuring they are clear, accurate, compliant and contribute to the Office of Information Technology (OIT) mission statement “Modernize & standardize IT Services & Support”.
  • Maintain an itemized list of all Information and Communication Technology (ICT) deliverables and their current Section 508 conformance status.
  • Collaborate with ESOM Contract Business Operations team members.

Location: This position can be performed in a remote working environment and will be supporting Eastern Time working hours.

Requirements

  • Bachelor’s degree in engineering, computer science, systems, business or related scientific / technical discipline (8 years of additional relevant experience may be substituted for education)
  • 10+ years of communications experience (e.g. Weekly Progress reports, Workplan, leadership).
  • Effective communication, coordination and attention to detail across multiple levels to ensure consistent and unified messaging in large organizations.
  • Expertise in managing high-pressure situations, crafting messaging during crises, and mitigating communication risks.
  • Policy updates and communication.
  • Excellent writing and editing skills are a must, with the ability to craft clear, persuasive, and mission-aligned communication materials, including press releases, reports, and digital content.
  • Excellent communication and collaboration abilities to work with Teams, but self-motivated to complete projects on your own.
  • Section 508 conformance knowledge

Preferred:

  • Experience supporting a federal client.
  • Experience with developing long-term communication strategies that align with agency objectives, anticipate challenges, adapt to changing conditions, and congressional communication requests.
  • Deep understanding of media relations, including experience in managing press briefings, issuing statements, and responding to inquiries from media outlets.
  • Project Management Professional (PMI-PMP) or equivalent

Clearance Requirements:

  • Must be able to obtain and maintain Public Trust Clearance.
  • Must be US Citizen or Green Card holder.
