Joint Battle Management Command and Control SME

Our partner is seeking a Joint Battle Management Command and Control (BMC2) SME for a non-remote position in Aiea, HI. The SME will support U.S. Indo-Pacific Command (USINDOPACOM) J81 Innovation and Experimentation Division, INDOPACOM staff, and subordinate components. The role involves providing expertise in planning and executing experiments, operational tests, and technology evaluations.
Responsibilities:
- Perform program management technical, and business case analyses
- Plan and conduct experiments, operational test, and technology evaluations
- Participate as a member of the specified Program IPT and IPT directed business meetings
- Collect, complete, organize, and interpret technical data and financial information relating to BMC2, Intelligence-Surveillance-Reconnaissance (ISR), and Electronic Warfare (EW) capabilities acquisition and product programs
- Track program and project status and schedules
- Apply policies and procedures for financial planning
- Develop supporting requirements for projects, including Concept of Operations, Scenario development, tactics, test, evaluation, and demonstrations.
- INDOPACOM Staff, service components, labs and industry partner liaison
- Coordinate with functional components
- Coordinate with program managers to integrate testing within the USINDOPACOM exercise schedule
Requirements
- Bachelor's degree in Economics or relevant training and experience in absence of a degree
- Current Top Secret security clearance or ability to obtain one
- US Citizenship is required to obtain clearance
- At least 15 years of experience in program management, technical or business analysis discipline
- At least 12 years of experience in cyber, SIGINT, EW, and ISR planning, operations, and management
- Knowledge of working with planners and theater component LNOs in a joint operations center
- Knowledge of joint operational centers C2 assets and tactical platforms
- Knowledge of the mission and requirements of USINDOPACOM and other DOD organizations
- Experience with coordination with sponsors, commands, service labs on various technologies
- Demonstrated knowledge of OSD policy and documentation related to the planning-programming- budgeting system (PPBS), life-cycle management of military acquisition programs
- Experience processing program acquisition, funding, proposal development, and contract documentation for military programs
- Consulting and coordinating experience with security developments and technologies
