About the role

Overview

 

Intrepid Solutions needs a Senior Program Analyst to support OPNAV PEO USC activities to develop, analyze, review, and coordinate the staffing and approval of Navy acquisition and warfare requirements (JCIDS) documents, as well as review of other relevant warfare requirements documents.

Responsibilities

The PMO may direct the review, staffing, and coordination of other deliberate- and rapid-process operational requirements documentation (i.e., Initial Capabilities Document (ICD), Capabilities Development Document (CDD), Rapid Deployment Capabilities (RDC) requests), and appropriate Capabilities Based Assessments (CBA) and Analysis of Alternatives (AoA) as required. Under the direction of JHU/APL, conduct reviews and assist in development, review, and approval of Acquisition Program Baseline (APB) and other acquisition program documents, providing coordination between Navy requirements and acquisition organizations. Provide assistance to JHU/APL, Resource Sponsors (RS), Requirements Officers (RO), and Program Management Offices (PMOs) to ensure integration of the JCIDS and Acquisition Processes, and to effectively engage in Navy ‘Gate’ process activities and other acquisition process reviews. This includes development of documents and/or briefings. Make recommendations to JHU/APL and senior Navy leadership in the development of policy, process, and programming guidance.

 

  • Manage the document development and review processes and associated timelines for multiple OPNAV N952 / PEO USC / PMS-495 and PMS-420 programs.
  • Ensure the documents are written correctly, in the right format, and conform to the timelines established.
  • Ensure IPTs are convened to discuss the requirements development.
  • Coordinate with the N9IJ JCIDS Gatekeeper, NCB/R3B Gatekeeper, Navy FCB leads, Joint Gatekeeper, and FCB representatives as required.
  • Ensure documents in review are submitted on time, comments received and addressed and re-submitted on time, including associated briefs and other board materials.
  • Support brief development for NCB/R3B/FCB, and for acquisition reviews and decisions, as appropriate
  • Provide informal training and mentoring to JHU/APL, N952 Action Officers, and program office staff on Navy JCIDS, Gate, and acquisition processes.

 

 

OPERATING HOURS AND EXPECTATIONS:

  • This is a full time position with standard operating hours Monday - Friday.

TRAVEL:

  • Some travel, both local, national, and occasionally international should be expected, up to 25%.

Qualifications

 

CLEARANCE:

  • Active Top Secret clearance required at the time of application with the ability to obtain and maintain a TS/SCI.

 

EDUCATION:

  • Bachelor’s degree in engineering (aerospace, electrical, mechanical, systems engineering, etc.) or in physical sciences, computer sciences, operations research, mathematics, or physics. Master’s degree is highly desired.

 

REQUIRED SKILLS AND EXPERIENCE:

 

  • Ten (10+) years of experience in the operation, maintenance, analysis, design, testing and evaluation of complex modeling and simulation systems, including experience as a team leader with broad theoretical and practical understanding of modeling, simulation and analysis technical support.
  • Ability to communicate effectively with commissioned officers, civilian employees, and Senior Executive Servicemembers (SES)s.

  • Comfortable working on projects that have high-level visibility.

  • Basic understanding of the JCIDS manual to perform work on JCIDS documents such as capability development documents (CDD)s and initial capabilities documents (ICD)s.

  • Ability to learn Program and Budget Information System (PBIS) and being able to apply it to certain programs in Mine Warfare.

  • Extensive Microsoft Excel and computer knowledge.

  • Able to coordinate with multiple stakeholders on multiple projects simultaneously.

  • Ability to extract data, break it down to where it makes sense to everyone else, and broadcast it for other’s awareness.

  • Ability to navigate, understand and utilize the ETMS2 task management system.

DESIRED SKILLS AND EXPERIENCE:

  • Self-starter. 
  • Willingness to learn and work different Navy programs within the Branch as an overall contract support.
