Your Specific Responsibilities:
This is a highly responsible, full-time professional position responsible for creating and maintaining a stand-alone county tobacco-free partnership to mobilize community partners to establish policies and systems change that will support long-term social norm change, to prevent initiation of tobacco use among youth and young adults, eliminate secondhand smoke exposure, and promote cessation from tobacco use. This position serves as a liaison between the Holmes CHD, headquarters, Bureau of Tobacco Free Florida (BTFF) staff, youth and adult organizations, tobacco-free partnerships, businesses, and other local agencies. This position requires the ability to work independently and to work with both youth and adults. Public speaking, coalition building and program development skills, management expertise, and a strong knowledge of state procurement and budget management are required. Marketing and public relations experience is preferred. The person in this position must also have a working knowledge of computers and word processing skills. This position requires travel and some weekend and evening hours. This is a tobacco-free position, and a background check will be required.
- Provides fiscal support for tobacco prevention and control for youth and adult programs by completing all Interoffice Requisitions. Making all purchases for the tobacco program. Processing all invoices in My Florida Marketplace (MFMP). Receiving goods and creating a receiving report in MFMP within 3 days of receipt of goods. Processing invoice within 3 days of receipt of invoice, submitting to Business Office with receiving report if applicable. [Data provided by Business Office.]
- Maintains Purchasing Card (P-card) 10-Day approval compliance. Submits completed invoices and performs Level one approval within 3 days of appearing in FLAIR. - Acts as fiscal liaison between the county tobacco prevention and control program and Headquarters subject to coordination with the CHD Business Manager.
- Prepares annual budget and enters budget request into the budget module by date specified per Business Manager each year. Assesses budget monthly.
- Attends contract management training and establishes, prepares, and monitors contracts with vendors.
- Serves as the point of contact for all tobacco prevention and control for the county health department.
- Develops and submits a tobacco-prevention work plan focusing on prevention of tobacco use among youth and young adults, elimination of secondhand smoke exposure, promotion of cessation from tobacco use, and policy areas assigned by the program office.
- Performs community needs assessments to identify strategies for tobacco prevention, adult use reduction, and to develop policy to effectively reduce tobacco use and access to tobacco products and to reduce exposure to secondhand smoke.
- Coordinates program activities with the Chronic Disease staff, Healthy Start, WIC, and other health department staff as needed.
- Assists in the creation of a local tobacco-free community partnership by helping to organize meetings and conducting business and activities of the partnership. Assists in recruiting partnership members. Coordinate partnership activities within the county.
- Assures that tobacco prevention advocates receive training on effective tobacco prevention and control strategies and the program’s mission, goals, and objectives.
- Submits regular reports in ATACS as required ensuring appropriate progress on work plans.
- Works with local schools and with Students Working Against Tobacco (SWAT) Coordinators to plan and implement anti-tobacco activities.
- Delegates and monitors work performed by the Students Working Against Tobacco (SWAT) coordinator in the youth prevention component. Assists with the planning of youth meetings, recruiting and retaining youth in the SWAT organization, transporting youth to & from events as needed, and working with youth to develop youth training and event
