About the role

ICF’s Early Education Services Line of Business seeks an experienced Senior Tribal Technical Assistance Specialist to develop and deliver high quality training and technical assistance (TTA) that improves the capacity of Tribal early childhood programs as part of the Tribal Child Care Capacity Building Center (TCBC) team. The Senior Tribal Technical Assistance Specialist will develop and deliver training and technical assistance to Tribal Child Care and Development Fund (CCDF) grantees that reflect the diversity of languages and traditions that exist in American Indian and Alaska Native cultures. The programs are geographically diverse and provide comprehensive services to children and families that are culturally responsive and respectful of Tribal sovereignty. This role will provide ongoing, prompt, and accurate programmatic assistance to federal staff and CCDF grantees with high-quality services and products that exceed expectations. The ideal candidate will have a background and experience in Child Development or Early Childhood Education grant funded programs with extensive knowledge of CCDF regulations and program implementation. The Senior Tribal Technical Assistance Specialists will provide national expertise on their assigned CCDF topic to develop and deliver technical assistance resources and opportunities related to the assigned CCDF subject matter. The Senior Tribal Technical Assistance Specialist will be responsible for the design, development, and implementation of training and technical assistance resources to support CCDF administration, capacity building, and the full implementation of CCDF requirements using research-based practices that reflect the diversity of languages and traditions that exist in Tribal Cultures.

The position is full-time and home based with up to 30% travel required to provide technical assistance to assigned Tribes and to attend related conferences and meetings.

Key Responsibilities:

  • Support and mentor Tribal TA Specialists in the areas of TA delivery including universal, targeted and intensive TA, communication with Office of Child Care’s (OCC) regional offices, development of TA resources, TA reporting, and assessment of TA needs.
  • Serve as the content lead for CCDF Consumer Education/Public Law 102-477, or Leadership and Coordination to support all Tribal CCDF programs.
  • Coordinate a continually updated menu of TA offerings that are available related to subject matter expertise.
  • Coordinate Tribal Center team to develop and execute targeted and universal training events (national and cross-regional face-to-face trainings and webinars, peer learning groups and communities of practice).
  • Work with the Deputy Project Director and Training Team to develop workgroup planning meeting schedules to ensure timely development of TTA materials and webinars.
  • Coordinate the respond to information requests from Tribal Lead Agency CCDF Administrators and their staff, OCC staff, OCC TA providers, and other interested parties regarding Tribal CCDF issues and develop an approach to address the need to be submitted to OCC for approval.
  • Assist all TA Specialists with TA related to your topical assignment utilizing the resources developed.
  • Coordinate with other OCC TA providers to prioritize and develop and/or adapt written TA materials to assist Tribal CCDF administrators in advancing the OCC and Lead Agency goals.
  • Deliver in-person and virtual presentations with confidence and mentor other Tribal Technical Assistance Specialists in techniques such as understanding content, practicing presentations, articulating clearly and smoothly, using appropriate body language, and incorporating concrete examples and stories to illustrate points and maintain audience attention.
  • Maintain assigned topical Resource Pages through an annual review and update in coordination with the Training Team.
  • Participate in and/or lead various workgroups as requested by the client, TA Manager, Deputy Project Director, or the Project Director, and as relevant to the project’s work.
  • Coordinate with the TA Manager and Deputy Project Director to ensure that resources are created to support training, TA delivery, and OCC requests in a timely manner.
  • Facilitate internal workgroup meetings assigned, ensuring an agenda is sent prior to the meeting, notes are taken, and tasks are distributed to workgroup members taking into account team members’ strengths and availability.
  • Participate and lead internal Continuous Quality Improvement (CQI) activities to provide feedback to Tribal TA Specialists and TCBC team members to ensure quality TA delivery.
