About the role

Job Description:  Consultant will integrate with PMS 368 Program Office and SUPSHIP Newport News CVN Inactivation Project Team and coordinate planning and execution efforts performed in support of the Program Manager (PM), SUPSHIP Newport News CVN Inactivation Project Supervisor (PS), and the CVN 65 and 68 Class Life Cycle Managers (LCM).

Specific tasks include:

  • Coordinate with the Program Manager and the SHIPSHIP PM to recommend and develop a comprehensive strategy to inactivate, defuel, and dispose of the CVN 68 Ship Class.
  • Recommend and develop necessary infrastructure upgrades and investments required to execute the CVN 68 Class disposal strategy.
  • Provide recommendations on how to leverage the private and public shipbuilding and shipbreaking enterprises to optimally dispose of the CVN 68 Class.
  • Assist in the development of pier loading strategy for any work to be performed at Newport News Shipbuilding.
  • Coordinate with the Supervisor of Shipbuilding Newport News PS and the CVN 68 Ship’s Life Cycle Manager to continue developing and maintaining the Inactivation / Disposal Authorized Work Package (AWP).
  • In close coordination with programmatic and technical organizations, recommend methods to removing barriers to planning and execution. These contacts include but are not limited to SUPSHIP Newport News, CNAL N43/N9, Project Team members and support organizations, NAVSEA 05 Carrier Engineering Team, Program Office PMS 368, Puget Sound Naval Shipyard (PSNS), System Commands, ISEAs, PARMs, and Ship's Force.
  • Advise the PMS 368 PM and Deputy Project Manager (DPM) on means to optimize the performance of the program management and project teams.
  • Participate in the Integrated Product and Process Development (IPPD) teaming structure.
  • Participate in the review of various team deliverables and databases to ensure an optimized AWP. These areas include but are not limited to reviewing of the Inspection Report/Field Modification Request (IR/FMR) database on a regular basis, maintenance of the AWP Change Control Database, and Integrated Project Team minutes.
  • Liaise with the NAVSEA 00C as required to staff proposed technical requirements for approval, to include but not limited to, the NAVSEA CVN 68 Class Towing Specifications and the implementation and maintenance of Ship Safety equipment.
  • Review and comment on engineering/technical requirements in support of CVN Class Inactivation Program.
  • Draft policy documents for PMS 368 in support of the CVN Inactivation Program.
  • Support continuing efforts to maintain, dismantle, and dispose of the CVN 65 as required.

Required Skills and Experiences:

  • 10+ years' professional experience in engineering

Degree Requirements:

  • Minimum:  Bachelor's level degree in any engineering discipline
  • Preferred:  Master's level degree in any engineering discipline

Must be a U.S. citizen.
