Position Summary:
This position is responsible for supervising a team that manages Energy Supply compliance and regulatory obligations, including but not limited to the annual Purchase Gas Charge (PGC) proceeding, Section 4 rate cases of interstate pipelines at FERC, and various required compliance filings both at FERC and at the PA PUC. This position also supervises the preparation and administration of the various UGI transportation programs and the associated WACOD rate calculations and tracking, as well as contracting support of the UGI Energy Supply department. Support the wholesale electric procurement process for UGI Electric Division.
Principle Accountabilities:
- Supervise Company preparation and participation in the annual PGC proceeding. Prepare company departments for PGC proceedings and manage work products involved in the case. Develop testimony and actively participate in Discovery and other responses in the case. Oversee any necessary data collection, analysis, and response process with the goal of meeting all regulatory or established deadlines. Research and actively monitor other Pennsylvania LDCs’ initiatives and industry activities for potential impacts to and opportunities for the Company. Evaluate and present opportunities to leadership for incorporating environmentally sustainable gas supply practices into the PGC.
- Monitor FERC regulatory proceedings and prepare analysis and status reports for leadership. Create reports on rate changes, rate regulations, and expected impacts on UGI. Assist in developing rate analyses related to Company’s agreements with pipeline suppliers. Directly participate in FERC proceedings, representing the Company in LDC and Shipper customer groups, including preparation of analyses, testimony and exhibits. Monitor federal regulatory landscape and industry developments for risks to and opportunities for the Company that may be incorporated into its federal or state strategies
- Lead the administration of the Energy Supply Department’s requirements related to transportation customer programs and Choice. Supervise a team that maintains a forecast of the Company’s annual fixed gas costs and transportation credits for use in the calculation of the Purchased Gas Costs Rates. Lead the development of WACOD calculations used for the capacity charge and capacity releases for transportation customers, as well as the Economic Benefits of Peaking credit. Oversee the administration of the pre-month normal, design condition delivery requirements, and daily delivery requirements and supervise the annual development of the capacity release allocations for Choice and Non-Choice transportation customers.
- Lead the team that administers the electric procurement auctions and associated billing and invoicing responsibilities for UGI Electric Division. Collaborate with the hired Auction Manager and coordinate efforts to maximize efficiencies and outcomes for electric customers. Assist in the development of default service Plans filed at the PA PUC. Complete other duties as assigned, including but not limited to initiatives for Sustainability & Innovation team, operational projects and assignments, and other miscellaneous tasks as needed to support the Supply, Rates or other teams.
