Overview:

The primary purpose of this position is to serve as a Counterintelligence Analyst for DOE Counterintelligence – Oak Ridge Field Office (ORFO). The incumbent will be a part of the Counterintelligence (CI) team responsible for managing and implementing the Cl Program that encompasses all contractor facilities at Oak Ridge, TN; Portsmouth, OH; and Paducah, KY. We are seeking a counterintelligence analyst with experience in collecting and analyzing information, as well as the production of both raw and finished intelligence products. The position requires experience analyzing foreign threats to US science and technology, and the communication skills necessary to convey those threats through written products and in person to decision-makers across the area of responsibility.

 

Major Duties/Responsibilities:

 

Communicate effectively through reports:

• Identify science and technology throughout the Oak Ridge complex that may be targeted and identify potential mitigation strategies.
• Analyze and strategically evaluate foreign intelligence collection as it relates to counterintelligence.
• Analyze information gained from interactions and debriefings to prepare raw intelligence reports and finished intelligence products.
• Evaluate a wide variety of threat information to produce classified assessments of the foreign intelligence/international terrorism threat to the DOE/NNSA Oak Ridge Complex.

 

Briefing, debriefing, and awareness:

• Research, develop, and conduct CI awareness briefings.
• Brief individuals on the foreign intelligence and terrorism threats relevant to foreign travel, foreign visits, and general foreign interactions.
• Debrief individuals with foreign interactions. Collect relevant intelligence information to produce intelligence products.

 

Conduct administrative investigations:

• Investigate incidents involving suspected or identified foreign intelligence activities.
• Provide analytical support to Counterintelligence Officers in support of investigations, science and technology engagement, and intelligence production.
• Evaluate insider threat issues.

 

Liaison assignments:

• Conduct liaison with DOE-Oak Ridge Complex site senior executive leadership on strategic and tactical issues.
• Support the national DOE CI program by interfacing on a recurring basis with DOE Headquarters Counterintelligence and working collaboratively with CI analysts across the DOE complex.
• Support the United States Intelligence Community.

 

Qualifications Required:

• A bachelor's degree required.  Master’s degree preferred.
• Minimum of five years of experience performing strategic and tactical intelligence analysis, with an emphasis on threats to US science and technology is required.
• Demonstrated knowledge of and skill in developing Cl initiatives and applying Cl concepts, practices, regulations, methods and techniques
• Demonstrated knowledge and experience with the United States Intelligence Community agencies' mission, including an extensive understanding of applicable laws, orders, guidelines, directives, policies and procedures
• Capability to analyze and strategically evaluate foreign intelligence collection as it relates to counterintelligence.
• Ability to effectively communicate with all levels of management, both internal and external, and with customers and sponsors at all levels
• Experience briefing and debriefing individuals on the foreign intelligence and terrorism threat relevant to foreign travel, foreign visits and general foreign interactions
• Experience living/working overseas, while not required, is helpful

 

Special Requirement:

This position requires the ability to obtain and maintain an Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you may be also be subject to random polygraph testing.
