What's the role?

We are looking for an experienced Senior Manager to join the International Risk and Compliance team as Chief Compliance Officer (PCF-12) and Head of Anti-Money Laundering and Counter Terrorist Financing Compliance (PCF-52) for Etsy Payments Ireland Limited (“EPIL”), Etsy, Inc.’s EEA payments subsidiary. EPIL is regulated by the Central Bank of Ireland (“CBI”) as a payments institution under the EU (Payments Services) Regulations, 2018. 

This position, based in Dublin, is a “second line of defence” role which will focus on leading, implementing and maintaining EPIL’s regulatory compliance and anti-money laundering and counter terrorist financing frameworks to meet Irish and EEA regulatory requirements and expectations. This will be a broad, varied role working as part of EPIL’s core team in Ireland, including with EPIL’s Chief Executive Officer, Chief Risk Officer, Chief Financial Officer and Chief Information Officer. You will also partner and interact closely with senior leadership across the Etsy Group, including business risk owners, group risk & compliance functions and internal audit. 

We are looking for someone who can work in an extremely fast paced and dynamic environment and who can provide strong guidance and advice to a wide range of partners. You must be comfortable explaining complex regulatory compliance and AML/CFT matters succinctly and be capable of tailoring compliance practices to the company’s business and operating model. 

This is a full-time position reporting to Etsy’s Director of Enterprise Risk Management (“ERM”). This role requires your presence in Etsy’s Dublin office once or twice per week depending on your proximity to the office. Etsy Payments refers to Etsy’s Global Payments Program connected to the Etsy marketplace that is used to perform and enable numerous functions across the globe. This includes card and alternative payment method processing for buyers, and funds disbursement and ledger management for sellers, in compliance with regional and international requirements.

What does the day-today look like?

Compliance:

• Maintain EPIL’s compliance universe of applicable legal and regulatory requirements and keep up to date with upstream regulatory developments to ensure new legal and regulatory requirements are assessed and implemented;

• Develop, implement and maintain EPIL’s second line of defence compliance related policies, covering areas including, inter alia, payment services, AML/CFT, fitness and probity, consumer protection and conduct of business requirements;  

• Develop and execute a risk-based compliance monitoring plan, which is approved by the Board, and which ensures periodic and regular monitoring and testing of EPIL’s compliance with key regulatory requirements and expectations;

• Provide independent oversight and act as a key advisor to EPIL’s management team to guide effective implementation of EPIL’s regulatory compliance policy requirements, both on an ongoing basis and for critical business projects and initiatives; 

• Participate in reviews of new products, or material changes to existing products or processes which relate to EPIL;

• Attend as a member of EPIL’s Compliance, Operations,
