Job Description:

The Senior Supply Chain Program Manager is responsible for leading cross‑functional programs that optimize end‑to‑end supply chain performance, including demand planning, sourcing, manufacturing, logistics, and fulfillment. This role drives strategic initiatives, manages large-scale projects, and partners with internal and external stakeholders to improve cost, service, quality, and resilience of the supply chain. The Senior Supply Chain manager will focus on large, highly visible government-owned construction contracts with a focus on steel capacity.  Role provides strategic and tactical guidance to assigned Parsons leadership team and the government client and serves as the focal point for material allocation ensuring the overall program is structured for on-time and on-cost delivery. 

Program Leadership

Lead complex, multi-phase supply chain operations from concept through implementation, ensuring scope, schedule, budget, and quality goals are met.

Strategy & Roadmapping

Develop and maintain program roadmaps aligned with business and supply chain strategy; identify and prioritize improvement opportunities.

Process Optimization

Analyze end-to-end supply chain risks and oversee day-to-day deliveries and products from key supply chain industry partner.

Supplier & Partner Management

Collaborate with key suppliers, 3PLs, and other partners to improve performance, capacity, reliability, and cost.

Risk Management & Resilience

Identify supply chain risks (capacity, geopolitical, quality, logistics) and implement mitigation, contingency, and resilience strategies.

Data & Analytics

Use data, dashboards, and advanced analytics to drive decision-making, scenario planning, and continuous improvement.

Change Management

Lead change initiatives, including process design, training, communications, SOP updates, and stakeholder buy-in.

Performance Management

Define and track KPIs (OTIF, inventory turns, forecast accuracy, lead time, cost-to-serve, etc.); report performance and corrective actions to leadership.

Requirement:

Education

Bachelor’s degree: Operations, Engineering, Business, or related field.

Experience

10+ years of progressive experience in supply chain, operations, or logistics, including at least 3–5 years managing complex cross‑functional programs or projects.

Proficiency with ERP systems (e.g., SAP, Oracle, NetSuite), advanced Excel; familiarity with planning tools (APS, MRP), and analytics/BI tools (e.g., Power BI, Tableau).

Analytical Skills

Strong analytical and problem-solving skills; ability to interpret complex data, model scenarios, and build business cases.

Communication

Excellent written and verbal communication; strong presentation skills; ability to influence at multiple organizational levels.

Collaboration

Demonstrated ability to collaborate across functions, geographies, and time zones.

Preferred Qualifications

Education

Master’s degree (MBA, MS in Supply Chain/Operations) is a plus.

Certifications

APICS/ASCM certifications (CSCP, CPIM, CLTD), PMI/PMP, Six Sigma/Lean certification.

Industry Experience

Experience in [your industry: e.g., manufacturing, consumer goods, retail, electronics, life sciences, automotive, etc.].

Technology

Experience implementing or optimizing ERP, WMS, TMS, S&OP, or planning systems at scale.

Global Experience

Experience managing global supply chains, international suppliers, and import/export logistics.
