Position Overview
Are you an attorney with experience in licensing law, rules, and regulations? The Illinois Lottery is seeking to hire a Deputy Director of Licensing and Compliance in the Legal Division. The individual in this position will have excellent customer service, communication, and listening skills, while having attention to detail and multi-tasking. If you are experienced in managing a major operating unit in compliance activities, the Illinois Lottery encourages you to apply for this position.
Essential Functions
- Under direction of the General Counsel, serves as the Licensing Manager for the Illinois Lottery responsible for all aspects of the approximately 7,000 retailer licenses and renewals.
- Serves as Lottery’s compliance and regulatory officer.
- Serves as a full line supervisor.
- Executes general legal work at direction of the General Counsel.
- Serves as the Deputy Ethics Officer, assisting the Agency’s Ethics Officer, with managing the Department’s requests and responses.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires a law degree and possession of a valid license to practice law in Illinois.
- Requires four (4) years of progressively responsible administrative experience in the practice of law and professional supervisory experience in legal work.
Preferred Qualifications
- Four (4) years of experience utilizing common law, Federal and State laws and regulations pertaining to compliance and investigations of an organization.
- Three (3) years of experience working with licensing laws, rules, and regulations.
- Three (3) years of experience managing a major operating unit of an agency.
- Three (3) years of experience in administrative and compliance activities, or in an auditing environment performing audits related to fiscal/finance and information systems.
- Four (4) years of experience developing and maintaining satisfactory working relationships with others at all levels in State, Federal, and local government.
- Four (4) years of experience drafting complex and technical legal documents, processes, and procedures.
- Four (4) years of experience analyzing and appraising facts, evidence, and precedents.
- Four (4) years of experience applying fundamental principles to unusual, difficult, and complex problems.
