Roads, Grounds, Waste, and Water Manager I

The Fleet and Critical Site Infrastructure (FCSI) is looking to hire a Manager I for the oversight of the Roads, Grounds, Waste, and Water (RGWW) Department. This position will report to the FCSI Division Manager. Located in Area 23 of the NNSS, RGWW plays a critical role in the critical infrastructure that helps secure our nation’s future. 

Key Responsibilities

• Offer technical advice and direction on budgeting, planning, coordination and supervision for RGWW.
• Will oversee the daily operation of personnel performing work for RGWW which involves:
  • NNSS Water Systems
  • NNSS Waste Systems
  • NNSS Roads and Grounds
  • Pesticides and herbicides
• Familiar with NDOT and CCPW specifications for Prime Coat, Seal Coat, Surface Treatment, Bituminous Materials, and Aggregates for Bituminous Courses.
• Familiar with pavement management methodology.
• Will be the SME and technical lead for maintenance and installation of asphalt surfaces for roads, road chip, parking areas, including road marking and appropriate signage.
• Provide strategic and technical direction to immediate management and fellow engineers. 
• Will develop strategies within defined corporate goals and deliverables that comply with laws, codes, orders, and DOE policies and procedures.
• Promptly corrects and/or reports any hazard or potential hazard to supervision. Participate in and proactively embrace MSTS environment, safety, health, and quality initiatives.
• Establish goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes.
• Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
• Manage in a fast-paced environment and always striving for work execution process improvement within the respective facility and within the Work Management Center.
• Demonstrate excellent leadership capabilities accompanied by strong written, oral and presentation skills.
• Maintain staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing growth opportunities.
• Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

• Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.

• Prior management experience is required.

• Highly recommended to have waste, water, and pesticide licenses.

• Proficient with current Industry Standards, and Recommended Practices to adequately fill this position, which requires  in knowledge in Nevada Department of Transportation (NDOT), Clark County Public Works (CCPW,)  American Society for Testing and Materials (ASTM) standards, American Association of State and Highway Transportation Officials (AASHTO) Road and Paving Standards, American Water Works Association (AWWA standards) and specifications, and Nevada Water Environmental Association (NWEA).
