SUMMARY
The purpose of this job is to perform administrative tasks in support of safety management. The Safety Specialist is responsible for developing, implementing, and delivering safety training for employees, conducting safety inspections, and ensuring compliance with safety and department policies, regulations, and guidelines.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Conducts Occupational Safety & Health Administration (OSHA) written program annual evaluations to ensure OSHA regulatory compliance.
- Facilitates new driver orientation & driver re-certification training sessions
- Update, revise, and implement departmental written safety programs.
- Conducts Smith System training & certification
- Performs on-road assessments of driver’s proficiency & attention to safety
- Performs facility and field safety inspections to ensure employee safety and OSHA compliance. Ensures safe working conditions.
- Conducts accident investigations to determine accident causes and develops written corrective action plans to mitigate unsafe behaviors and conditions.
- Enforces compliance to applicable Charlotte City Ordinances. Regulates companies, drivers, and vehicles.
- Processes new, renewal, denial, and revocation permit applications for companies, vehicles, and drivers.
- Testifies and presents reports during Hearings and Court proceedings as needed.
- Ensures coordination of safety and health management system in worker participation, education and training, and communications.
- Assists departmental safety team with safety inspections. Trains, coordinates, and manages safety training records.
- Promotes safety awareness for the department. Documents safety initiatives in safety records.
- Tracks risk associated with the Safety and Health Management System.
- Serves as department chairperson for safety committee. Coordinates safety and award recognition program including safety for City division participants.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Required Education and Experience
- High school diploma (or GED equivalent)
- One (1) year of related work experience performing safety inspections
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
Required Licenses or Certifications
- OSHA 10
- Smith System certification
- Pesticide license/certification
- Valid Class A or B CDL
- Ability to obtain a City's driver permit
- Experience in operation of heavy equipment
- Ability to lift and carry 100 lbs.
- Read & follow street maps / driving routes
