UTILITIES DIVISION - REGIONAL WASTEWATER LEAD OPERATOR 

MULBERRY LOCATION  Work Schedule: 6am - 2pm (subject to change) 

PG 18 - NON-EXEMPT $28hr - $42hr./$58,240 - $87,360 annually

The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.

MAJOR FUNCTION: Assists the Regional Water Pollution Control (WPC) Superintendent in overseeing wastewater plant operations, offsite facilities, and related administrative functions. Ensures all processes comply with local, state, and federal standards for the treatment of wastewater and reclaimed water distribution.

ILLUSTRATIVE DUTIES: 

Supervision and Training

• Directs the work of assigned staff by scheduling, assigning, and reviewing work.
• Provides training, guidance, and counseling to personnel, including emergency response and safety protocols.
• Assists with mentoring operators at all levels to resolve complex process problems.

Operational Oversight
• Oversees or performs equipment and facility inspections to verify proper operation.
• Operates, calibrates, and maintains equipment, vehicles, and testing instruments.
• Collects and analyzes treatment system data to ensure compliance with permit and process requirements.
• Makes operational adjustments based on data and regulatory requirements.
• Performs and interprets laboratory tests and adjusts treatment processes accordingly. Coordinates with environmental laboratory staff to ensure proper sampling and testing    protocols.
• May establish and implement operational protocols to maintain compliance with all relevant regulations.

Compliance and Safety
• Maintains current knowledge of Florida Administrative Code and applicable regulations.
• Ensures compliance with FDEP, FDOH, and department guidelines.
• Uses appropriate personal protective equipment and follows safety protocols when handling hazardous materials.
• Participates in emergency response efforts for events such as hurricanes, floods, or other natural disasters.

Documentation and Communication
• Researches and responds to information requests in accordance with department procedures.
• Prepares and maintains detailed operational and maintenance records and reports.
• Communicates effectively with team members, leadership, and external entities.

KNOWLEDGE, ABILITIES AND SKILLS:

Technical and Regulatory Knowledge
• Strong understanding of advanced wastewater treatment principles, methods, and practices.
• Familiarity with the Florida Department of Environmental Protection (FDEP) and Department of Health (FDOH) regulations.
• Knowledge of relevant chemistry and biology as applied to wastewater processes.
• Proficiency with wastewater operating systems, including SCADA and other computerized monitoring platforms.
• Ability to read and interpret blueprints, engineering drawings, and technical manuals.

Operational Capabilities
• Skilled in operating, calibrating, and maintaining complex treatment systems and equipment.
• Ability to identify, troubleshoot, and correct operational deficiencies using diagnostic and analytical tools.
• Competence in interpreting and adjusting automated systems to maintain process control.
• Ability to trend abnormal system conditions and determine corrective actions.
• Capable of responding independently and making timely decisions in both routine and emergency scenarios.

Leadership and Communication
• Demonstrated experience leading small teams, mentoring staff, and overseeing special projects.
• Strong judgment and decision-making skills for setting priorities and directing work.
• Effective verbal and written communication skills across all levels of the organization.
• Ability to review and ensure accuracy in regulatory compliance documentation.

Commitment and Availability
• Willingness to work rotating shifts, weekends, holidays, overtime, and on-call schedules.
• Ability to respond to emergency situations that impact public health and safety.
