GENERAL SUMMARY
Under direction, performs complex managerial and administrative work for homeland security grants. Coordinates the research, grant writing, implementation and administration of homeland security grant funded programs. Advances program development through partnerships with organizations and businesses. This position interacts with federal and state agencies, and other potential funders on program guidelines and administration, funding levels, and interpretation of regulations and policies.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Manages the implementation and administration of homeland security grant programs.
Coordinates the research, grant writing, development, implementation and coordination of homeland grant programs and activities within Emergency Management and Communications.
Participates on the local planning team (LPT), Urban Area Security Initiative (UASI) Board, and other related committees as assigned.
Identifies, collects and analyzes relevant information and key data to further program development.
Researches, identifies and writes grant applications to expand programs and services, as directed.
Compiles, prepares and summarizes programmatic reports and documents.
Manages the formulation and monitoring of program budgets, to ensure compliance with fiscal and program guidelines.
Attends and participates in meetings, presentations and project conferences as needed to fulfill grant requirements.
Oversees processing, submission, and tracking all required documentation necessary for the approval of grant funded expenditures.
May be assigned to respond to emergency situations on a twenty-four (24) hour basis as needed.
Ensures compliance of grant programs with established state and federal guidelines.
Creates partnerships and collaborative relationships with local, state and federal organizations and officials to advance program development and enhance service delivery.
Supervises the work of other staff as assigned.
Operates an automobile to perform assigned job functions.
Performs related duties as assigned.
QUALIFICATIONS
Required Education and Experience
Bachelor’s Degree from an accredited college or university in Public Administration, Business Administration, Communications or related field
Three (3) years managing or administering grants in a public-sector setting
Preferred Education and Experience
Master’s Degree from an accredited college or university in Public Administration, Business Administration, Communications, or related field
Supervisory experience
Required Licenses or Certifications
Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
Grant management, reporting and general accounting principles
Planning, budgeting and contracting practices
Use and application of current computer programs, including Microsoft Suite and grant portals
Skill in:
Providing organized support for effective project implementation
Working effectively in stressful conditions and make responsible decisions appropriate to the scope of the position according to established laws, policies and procedures
Public speaking
Ability to:
Establish and maintain effective working relationships with co-workers, Federal, State and local agencies and the public
Utilize countywide and/or department specific software to complete assignments

Effectively speak, write and understand the English language
Effectively speak, write and understand a language other than English is preferred
