Health and Safety Specialist - Industrial Fleet Management experience

Position Summary:

We are seeking an experienced Occupational Safety Program Manager to lead and manage a comprehensive citywide occupational health and safety program within the Office of Risk Management. This role involves high-level strategic planning, implementation, and continuous improvement of safety and health programs to ensure compliance with federal, state, and local regulations, including OSHA and state-mandated standards.

The ideal candidate will demonstrate expertise in regulatory compliance, safety training program management, industrial ergonomics, risk control strategies, and incident investigation. This is a key leadership role focused on cultivating a safety-first culture across diverse departments and operations.

Key Responsibilities:

  • Lead the design, implementation, and continuous improvement of a comprehensive occupational safety management system across all departments.
  • Ensure compliance with state-mandated safety regulations and training requirements.
  • Administer and oversee the Citywide Industrial Fleet Management Program
  • Develop, revise, and enforce safety policies, procedures, and standard operating guidelines (SOPs) aligned with best practices and regulatory standards.
  • Deliver or coordinate instructor-led and virtual safety training programs across multiple departments.
  • Provide technical assistance and subject matter expertise to departmental safety coordinators and stakeholders.
  • Manage and conduct safety audits, facility inspections, hazard assessments, and risk exposure evaluations.
  • Lead and/or support incident investigations, root cause analyses, and the development of corrective action plans.
  • Perform risk control needs assessments, implementing risk mitigation strategies to reduce workplace injuries and illnesses.
  • Coordinate citywide safety and health initiatives, ensuring alignment with strategic risk management goals.

Education:

  • Bachelor’s degree from an accredited college or university with major coursework in Occupational Safety, Industrial Hygiene, Environmental Health, Safety Engineering, Public Health, or related physical/biological sciences.

Experience:

  • General Experience:
    Minimum of three (3) years of experience in personnel administration or industrial engineering, with at least one (1) year involving the investigation and evaluation of operational or industrial processes and related employee injuries from a safety perspective.
  • Specific Experience:
    At least one (1) year of full-time professional experience directly managing or administering an occupational safety program for a large or complex organization.
    Must also include one (1) year of experience in industrial fleet management.

Certifications & Licensure:

  • Possession of a valid Pennsylvania driver’s license (or eligibility to obtain one).
