Work is distinguished by the responsibility for managing the City’s financial reporting, general accounting, grant accounting, and capital asset accounting functions, as well as providing oversight of regulatory reporting and audit coordination.

ESSENTIAL JOB FUNCTIONS
Plans, organizes, and directs activities and operations of the Accounting Division. Reviews present accounting procedures and policies and recommends changes or modifications. Coordinates overall accounting activities. Maintains and reviews the general ledgers.
Supervises professional staff in the Financial Reporting and General Accounting functions of the City, including oversight of capital asset accounting activities. The Accounting Manager is responsible for accounting oversight of capital assets but does not manage the City’s real estate holdings or general property control functions, which are administered by other departments.
Prepares, submits, and monitors annual Accounting Division budget. Reviews and approves check requests for expenses in the Accounting Division.
Advises department heads and other officers on accounting policies and interprets and applies them to various City funds.
Oversee the month-end and year-end closing processes to ensure the City’s financial records are complete, accurate, and closed timely in accordance with established deadlines. Responsible for managing the Accounting Division’s month-end close checklist, ensuring all assigned tasks are completed. Follows up with staff and other City departments, as needed, to address outstanding items or delays. Exercises discretion to re-assign tasks or escalate issues to ensure month-end close is completed on schedule and financial reporting is not compromised.
Prepares the City’s Annual Comprehensive Financial Report (ACFR) in accordance with the guidelines established by the Governmental Accounting Standards Board (GASB). The ACFR includes financial statements presented on both a fund basis and a government-wide basis, in compliance with generally accepted accounting principles (GAAP). Staff Accountants support this process by preparing balance sheet reconciliations, audit schedules, footnotes, and other supporting documentation. The Accounting Manager is responsible for reviewing these components for completeness, accuracy, and materiality before final compilation and submission.
Acts as the lead contact for external auditors by providing access to financial information, statements, and supporting documentation in accordance with various national board testing standards, and coordinates audit fieldwork with other departments as necessary.
