About the role

Salary range is $118K to $216K with a midpoint of $167K. Total compensation includes project-based premiums that reflect project complexity, political sensitivity, size, and strategic importance. New hires typically receive between minimum and midpoint of the base range, however, we may go higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under direction of the Sounder Project Development Director, directs, manages, supervises, and coordinates design, construction and project delivery elements of the Sounder Expansion Program through the project lifecycle. Coordinates assigned activities with other programs and divisions throughout the Agency and major external partners including Federal Transit Administration (FTA), and Federal Railroad Administration (FRA), Washington State Department of Transportation (WSDOT), Washington Utilities & Transportation Commission (WUTC), BNSF Railway, Amtrak and Tacoma Rail Manages and supervises assigned staff and consultants; assists the Sounder Project Development Director in strategic oversight including planning, directing, and managing Sounder Project Development activities.

ESSENTIAL FUNCTIONS:

  • Plans, directs, coordinates, reviews and assesses the work of assigned staff, consultants and contractors; assigns and monitors work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations to the Sounder Project Development Director and Building & Infrastructure Director. 
  • Develops, manages, and implements strategies to ensure planning, conceptual engineering design, environmental and preliminary engineering design for the Sounder Planning and Project Development Program to achieve performance goals and objectives for scope, budget, schedule, risk, safety, security, and quality. Provides comprehensive analysis and coordinates resolution of complex issues involving cost, schedule, quality, safety and risk considerations with the Sounder Project Development Director and project management team. 
  • Coaches, trains and motivates the project team; coordinates and/or provides staff training; manages project team relations; manages the workflow and prioritization of work and measures the performance of the project scope, schedule and budget. Manages staff and consultants and takes appropriate corrective action when necessary; provides advice and counsel to staff and the Sounder Project Development Director. Develops work plans, budgets and schedules for staff and consultant work; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary to effectively and efficiently deliver the project.
