FLSA: Exempt

DEFINITION

Under general direction, provides oversight and programmatic development, coordination, and implementation for multiple and/or complex information technology programs, activities, and services within the County’s centralized Information Technology Department or a large operating department with highly complex information technology systems and infrastructure; administers short and long-range information technology planning activities; manages the effective use of department resources to improve organizational productivity and customer service; provides complex and responsible support to the Assistant Director of Information Technology; and performs related duties as assigned. 

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management personnel. Exercises direct supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision. 

CLASS CHARACTERISTICS

This is the second level management classification in the Information Technology Manager series responsible for planning, organizing, reviewing, and evaluating the most complex departmental and/or countywide information technology programs, activities, infrastructure, systems, and services. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include developing and implementing policies and procedures for assigned programs, developing information technology solutions, reporting and program evaluation. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. This classification is distinguished from the Information Technology Program Manager in that the latter manages the less complex information technology programs and services of an operating department, or a specific functional division within the County’s centralized Information Technology Department.
