The mission of the Arizona Board of Physical Therapy is to protect the public from the incompetent, unprofessional, and unlawful practice of physical therapy. The Arizona Physical Therapy Practice Act establishes the standards for the practice of physical therapy, continuing competence and testing, and defines the scope and limitations of practice. The Board licenses qualified applicants as physical therapists and physical therapist assistants; and receives, investigates, and adjudicates complaints against licensees.

Job Summary:

The Investigator is responsible for independently conducting thorough investigations of alleged administrative violations of laws, rules, regulations, and policies enforced by the agency; performs complex records reviews, research, interviews, evidence collection, documentation, report preparation, creation and maintenance of case files, and associated administrative duties; and may detect and verify additional administrative violations during the course of any investigation and in cases of civil or criminal allegations outside of the agency's scope, and may recommend referral to appropriate authority. Other duties include random licensee audits and reports to stakeholders. The Investigator is also responsible for enforcement of Board Orders and other matters of compliance monitoring; and serve as the primary point of contact for the public and profession regarding alleged practice violations and serve as a subject matter expert. The Investigator's reports, case files and testimony are used for adjudications and as required in administrative hearings.

This position is available for remote work within Arizona (including virtual office arrangements).

Job Duties:

• Conducts patient records reviews and interviews as related to investigations and enforcement; and engages with outside resources and personnel as necessary.
• Receives, analyzes, and opens complaints from members of the public and initiated by the Board; and prioritizes case load.
• Interprets and applies statutes and rules for purposes of recommending to the Board actions on investigations, licensee audits, and compliance monitoring.
• Ensures accurate data maintenance of all enforcement activities and case files.
• Coordinates continuing competence/renewal audit processes and unlawful practice allegations with the Executive Director; and investigates non-compliance with Board Orders, and compiles enforcement statistics.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Physical therapy practice;
• Federal and state statutes and codes impacting physical therapy practice;
• Administrative, legal, and investigative procedures, research procedures, computer usage and software proficiency.

Skills in:

• Oral and written communication with the public, Board, and government agencies;
• Handling and preservation of evidence, written analysis, application and interpretation of administrative statutes and codes, and a high degree of discretion and judgment.

Abilities to:

• Work in groups and independently with a high level of discretion and judgment;
• Effective management of time and priorities;
• Provide clear oral and written analysis of complex and sensitive situations;
• Communicate effectively with the public and professional members regarding administrative law, Board policies, and physical therapy practice.
