About the role

Leidos has an immediate opening for a Senior Principal Program Analyst that has extensive experience with project controls and earned value experience to support a National Nuclear Security Administration (NNSA) Weapons Program within the Office of Stockpile Modernization. This individual will lead the development of the NNSA integrated master schedule (NIMS) and also provide programmatic risk analysis support. The individual will support the Federal Program Manager (FPM), as well as liaise with other Defense Programs (DP) offices, the Department of Defense (DOD), and the Laboratories, Plants, and Sites (LPS). The work performed is extensive in scope and requires an experienced individual with demonstrated project controls expertise, is a self-starter, possesses the ability to work in a highly dynamic environment, and capacity to interface with a broad range of federal and military senior staff and leadership. This is a full-time contractor-support position located on-site at the NNSA offices in Albuquerque, NM.

Project Controls compiles and analyzes the deliverables from the NNSA LPSs. Prepares monthly, quarterly, bi-annual, annual, and ad-hoc reports to support the program and program operations. Identifies and delivers data products to the Federal Program Office (FPO) and Federal Program Manager (FPM) to support programmatic deliverables. Works with the FPO to review LPS deliverables and provides feedback on data quality and identifies errors for adjudication on subsequent cycles. A key element is developing and maintaining the NIMS for the FPO from individual site project summaries and detailed schedules. This position requires advanced knowledge in the field of nuclear weapons programs and Primavera/P6 expertise. Additionally, the risk analysis work includes providing training to the LPSs on schedule, cost, uncertainty risk analysis (SCURA) and schedule uncertainty risk analysis (SURA) for the program. This also includes performing SCURA/SURA analysis on NIMS to provide the FPM cost, schedule and uncertainty impacts to support informed decision making. Additionally, this position also interfaces with the Department of War (DOW) and supports efforts in the UK – U.S. Mutual Defence Agreement as well as the Polaris Sales Agreement.  

Primary Duties and Responsibilities

  • Principle Senior scheduler for the weapons development program by integrating, reviewing, and analyzing numerous LPS contractor schedules on behalf of the FPO.
  • Provide expert level schedule guidance to the LPSs on development of site schedules to support the NNSA integrated schedules
  • Provide expert level support to the FPO in creating the NNSA integrated master schedule (NIMS) developed from inputs provided by the NSE LPSs.
  • Create the federal requirements for the Weapons Development Cost Report process for the FPO weapons program.
  • Collaborate with DOW and military support contractors to develop schedules and reporting requirements for the FPO to integrate development and production schedules.
  • Developing and maintaining project management policies and procedures.
  • Coordinating, scheduling, analyzing client summary schedules and detailed schedules.
  • Comparing and evaluating possible courses of conduct with respect to scheduling and making scheduling decisions after considering the relevant possibilities.
  • Exercising independent judgment to perform as a role model for the team, being self-motivated professional, demonstrating good interpersonal and communications skills, and passing on the working details of the Nuclear Security Enterprise.
  • Working as part of the Team to produce regular reports and surge/special products that clearly and accurately represent the status of the Program.
  • Work in classified environments to analyze sensitive schedule and program data.
  • Team with derivative classifiers to extract appropriate elements for integration into unclassified integrated master schedules and other products.
  • Collaborate with technical staff and project leads and managers to make recommendations to key decision makers within the scope of project controls and risk.
  • Researches, assembles, and evaluates project information or data and recommends sound, practical solutions to project related issues.
  • Assists with customer interactions, including arranging and documenting periodic reviews and tracking integration and analysis of the individual project schedules and presenting status to internal or external customers.
  • Assemble and analyze the NIMS. Provide schedule health assessments as well as critical path analysis for the components and systems and provide necessary inputs to all program reports.
  • Perform schedule risk analysis (SURA and SCURAs) as needed to identify critical paths and schedule impacts.
