Description

Overview
Adult English Language and Literacy (AELL) is the direct service provider of ESOL and adult literacy instruction for the Library.  They use professional teachers to offer free instruction to adult patrons in reading, writing, speaking and listening from a 0 to 8th grade level. Through formal classes in language and literacy, as well as elective offerings such as English conversation and citizenship preparation groups, AELL has taken on the charge to expand ESOL instruction in the Library through both in-person and online instruction.
The AELL Program Manager oversees operational and logistical processes across a unified AELL program related to information sessions, student intake and ASISTS data entry to recruit and track more than 6,000 students annually. https://www.nypl.org/events/classes/english
Responsibilities
Reporting to the Associate Director of Adult English Language and Literacy, the AELL Coordinator: 
  • Leads a team of 7 full time Intake Advisors, providing case management support to maintain high student retention.
  • Supervises the Program Coordinator, and oversees department purchasing and requisitions.
  • Oversees data management  of formal instruction into the Drupal database, and creates class codes for data entry in the ASISTS database
  • Responsible for the oversight of NYS Dept. of Education program compliance requirements for maintaining 1,400 individual student files (writing samples, test scores, ADA consent forms, etc.) in accordance with the  Workforce Innovation and Opportunity Act (WIOA) audit expectations.
  • Leads data analyses regarding academic gain, participant demographics, participant retention and persistence rates, and outreach sources.
  • Collaborates with a team of 7 Hub Managers to plan and execute quarterly new student information sessions and registration events.
  • Implements website updates and creates outreach materials.
  • Supports the Associate Director in managing program budgets.
  • Liaise with program administrative staff and Senior Management to implement strategic initiatives.
  • Collaborates with the Associate Director in creating a program expansion plan that meets institutional goals.
  • Leads collaboration with other departments in providing cross over utilization of Library resources and services among AELL patrons.

Required Education, Experience & Skills

Required Education & Certifications
  • Bachelor's degree required, Master’s degree preferred in TESOL, English, Education, or a related field.
Required Experience
  •  5 years  of experience in adult education program management  (10+ years in lieu of a Master’s degree) 
Required Skills
  • Demonstrated knowledge of research-based English Language and literacy instruction for adults in the early stages of language acquisition and literacy development in both in-person and online formats
  • Demonstrated experience providing team leadership and supervision
  • Demonstrated knowledge of federal standards for student achievement (NRS) and the standardized testing (Best Plus and TABE) necessary to document student gains
  • Strong interpersonal, oral, and written communication skills
  • Experience in teaching basic math and knowledge of systematic intensive alphabetics instruction preferred
  • Demonstrated experience utilizing databases to track student information and progress
Managerial/Supervisory Responsibilities
  • 3 full time Lead Instructors (Specialist II positions)
  • 4-8 hourly ESOL Instructors
  • 3 Hourly Student Mentor
  • 1 part time Office Aide

Preferred Qualifications

  • Multilingual candidates preferred (Spanish, Chinese, Arabic).
