Accounting Services Supervisor I - SES, Position Number 64025937.  Jacksonville, Duval County

Your Specific Responsibilities:

The Bureau of Vital Statistics provides for the statewide registration of all Florida vital record events, which includes all Florida births, deaths, fetal deaths, marriages, and divorces.  The bureau issues more than 2.8 million certified copies annually.  A centralized database allows all 67 counties to issue birth certifications, 1850 to present: death and fetal certifications, 2009 to present. Marriages, and divorces, 1927 to present, are available for certification from the state office.  The bureau maintains more than 22 ½ million vital records.  The bureau produces routine and special analysis and reports of vital statistics data; provides policy, procedure and monitoring of 67 county local registrars of vital statistics; 118 birthing hospitals; funeral directors, medical examiners and certifying practitioners; and numerous tax collector offices, in accordance with Chapter 382 Florida Statutes and Chapter 64V, Florida Administrative Code.

Position Description

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position supervises two Accountant I in the Administrative Services Unit.  Provides assistance in analyzing, planning and researching various administrative matters in this unit and performs work assignments which require independently making decisions and obtaining solutions.

 

The Administrative Services Unit is in a business setting utilizing defined processes and procedures by the Department.  This work provides assistance and support in examining, analyzing, interpreting, planning, maintaining and researching various administrative and financial matters in this unit and for the Bureau of Vital Statistics.

    

Supervises and coordinates the activities of the two Accountant I. This includes, but is not limited to hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, taking disciplinary action as appropriate and assisting employees when needed, such as preparing bank deposits of incoming revenue (cash, checks, money orders).

 

Oversee and assist the inputting of data for collections from daily bank deposits into FLAIR (State Accounting System). Reconciles collections against what is actually deposited from State of Florida Treasury Cash Management System (CMS) and assisting employees when needed such as preparing bank deposits of incoming revenue (cash, checks, money orders).

 

Monitors, prepares invoices and verifies submission of payments on Federal Contracts and any other Revenue generated contract, i.e., Social Security Administration, National Death Index, Vital Statistics Cooperative Program, NAPHSIS, NCHS/National Center Health Statistics, CDC/Center for Disease Control and U.S. Consumer Product Safety Commission, ect.

 

Oversee and assist in maintaining the State-owned property/inventory in the Asset Manager System.

 

Compiles monthly and annual reports of revenue collected and reconciles with Bureau of Revenue Management Trust Fund. Prints, retrieves and verifies through FLAIR (State Accounting System) and Cash Management System (CMS) reports.

 

Assist in the monitor and security of Safety Paper to ensure Bureau Vital Statistics staff maintain a high concern for quality of work they produce while adhering to the confidential and secure use of the safety paper distribution.<
