Currently, we are seeking a motivated, career and team-oriented Procurement Lead in support of the U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Continuous Diagnostic & Mitigation (CDM) Data Services Program. The CDM Data Services Program is a critical component of CISA’s national effort to ensure the defense and resilience of cyberspace. This is a remote position where the candidate can work from any location within the United States provided, they are able to work on an eastern time zone schedule.  

The CDM Data Services Program mission is to provide a standardized platform to collect, transform, and integrate cybersecurity data from relevant authoritative data sources into a coherent data, delivering actionable information into Agency and Federal Dashboards to identify risk areas in support of mitigation as well as to facilitate coordinated agency and national response to cyber-threats.   

Responsibilities include, but are not limited to:  

  • Understand internal and external business needs and objectives and requirements
  • Serve as principal liaison for functional SME and technical leads to coordinate procurement support
  • Develop, document and implement Procurement process and Procurement team engagement procedure
  • Identify, develop plans and drive team’s implementation of process efficiency and cost saving projects
  • Propose and implement improvements to Procurement policies
  • Support the establishment of sourcing strategies which include evaluation of sourcing alternatives, identifying the sourcing approach, and establishing project plan/timeline to deliver an effective sourcing solution.
  • Help to refine and execute sourcing strategies as needed
  • Lead the development of supplier selection criteria and gain client alignment; facilitate cross functional teams to evaluate supplier responses to select finalists (participate if appropriate) and effectively communicate the impact of sourcing decisions to involved clients, management, impacted employees and suppliers, as appropriate.
  • Participate in the negotiation of contract terms and perform all aspects of the procurement process.
  • Accountable for establishing and executing a negotiation strategy.
  • Lead contract and price negotiations with supplier.
  • Coordinate team’s efforts to document supplier performance measurements that ensure achievement of client goals.
  • Initiate business reviews with suppliers and internal clients to measure supplier performance, contract adherence and assist with issue resolution.
  • Maintain contact and networks with supplier community.
  • Identify opportunities for improvement, establishing procurement goals, assisting in the developing of policies and procedures.
  • Identify training opportunities for Procurement team to enable continual professional growth and development and to enhance DEFEND E Procurement competency with effective industry-leading concepts and ideas.
  • Provide final review/oversight for all Procurement deliverables and communication
  • Provide thought leadership and enforce best practices for the Procurement team. Assist in goalsetting/objectives definition aimed at continual service improvement.
  • Lead the functional activities for the Procurement team
  • Draft effective communication (written, conversation) to address procurement actions requiring resolution
  • Propose, influence and gain acceptance of solutions associated with the procurement process
  • Check invoices for accuracy and authorize the accounts payable department to issue payment.
  • Evaluate the performance of certain vendors, to decide whether to continue buying from them.
  • Analyze customer software license status, to determine which one’s need to be purchased and when.

Basic Qualifications: 

  • A bachelor’s degree
  • A minimum of (5) five years business experience in sourcing and procurement, supply chain management, or relevant industry.
  • Experience leading teams of Procurement entities
  • Advanced knowledge of procurement techniques and principles.
  • Advanced knowledge of sourcing process, negotiations, contracting, supplier management, supplier diversity, industry/trend analysis, metrics/measurement, etc.
  • Knowledge of cyber security industry a plus.
  • Negotiation experience is critical
