Job Description:

Augment government personnel in the following:

• Plan and execute up to (10) occurrences of Joint Operational Contract Support (OCS) Planning and Execution Course (JOPEC) training virtually and at various locations.
• Support validation of DoD JOPEC training requirements. Support establishment of JOPEC in personnel and skillset management so that the DoD’s JOPEC-certified workforce can be tracked and managed in support of its missions.
• Maintain JOPEC content to ensure it is current with policy and doctrine, revision shall occur twice per year not to interfere with the JOPEC course schedule. Ensure that JOPEC maintains Joint Certification.
• Update, maintain, and integrate OCS training content into other applicable joint training courses to fulfill Chairman Joint Chiefs of Staff 10 USC responsibility for joint OCS training. Frequency of content refresh is at the discretion of the U.S. Government.
• Support Joint Exercises/War Games by developing OCS capability at each command. For example, Joint Operational Contract Support Planning Events (JOPE). Enable Joint Staff J-4 integration of commercial support considerations into joint exercises and war-games to improve realism.
• Update and maintain OCS Universal Joint Tasks; update other UJTs with commercial capability considerations as appropriate.
• Support Joint Leadership Development Findings and Assessments. Integrate OCS into Joint Professional Military Education (JPME) by participating and supporting the JS J7 Program Accreditation of Joint Education (PAJE) process to enable JPME to increase leader understanding of commercial support to mission outcomes. Provide JPME assessment findings via written and oral presentations, briefings, and white papers. Participate in all PAJE visits during the period of performance.
• Review and analyze operations plans, contingency plans, and orders to improve OCS planning and the realism of plans and to support Total Force Visibility.
• Assist the Government in assessing risk of planned reliance on commercial capabilities to enable Total Force Visibility. Integrate assessments into CJCS reporting. Mature readiness and risk reporting to include commercial capability requirements to visualize risk and enable decision-making.
• Update and maintain policy, process, doctrine, guidance in collaboration with stakeholders on VTM to enable mitigation of threats from current and potential DoD vendors.
• Review, edit, and recommend changes to proposed legislation, policy, doctrine, audits, orders, plans, guidance, and other documents requiring JS J4 review or input. Review and recognize legislation and policy changes and impacts to the joint OCS and VTM capability areas. Sustain OCS equities during reviews of joint publications, guidance, policy, law, doctrine, and strategic communications; and support the development of guidance, process, and capability for vendor threat mitigation. Integrate U.S. Government, DoD, and strategic level acquisition policies that directly support and align with the National Defense Strategy (NDS) and the Chairman of the Joint Chief of Staff’s focus areas.
• Update and maintain OCS knowledge management and the OCS Data and Integration Group (DIG) and implement the roadmap developed by the OCS DIG
• Provide action officer support to enable the Joint Staff J4 OCSD to successfully execute CJCS 10 USC responsibilities related to OCS. Action officer support is defined as taking action on a project, for coordination of all staff activities, and assembling action packages for decision by the Government authority.
• The contractor shall provide event planning to assist in implementing strategic OCSD objectives. This includes drafting and sending invitations, scheduling conference space, drafting read-ahead materials, facilitating security visit requests, and coordinating with external stakeholders. Develops and provides graphic support products for learning symposiums and OCS training venues.

Experience Requirements:

Mandatory:

• Recent and relevant operational or logistics experience in one or more of the following areas: Joint Staff, Joint Task Force (JTF), or Service component command experience in planning or managing logistics support to military forces in overseas military operations or joint exercises, experience in military operations planning in a joint or Service component environment to shape, develop, draft or review operational orders, plans, annexes, and appendices that integrate logistics support.
• Experience in, or working closely with, one of the following Joint Staff Directorates: (J-3) Operations; (J-5) Plans; (J-4) Logistics; (J-7) Force Development; or (J-2) Intelligence, or OSD or military Service equivalent organizations.
