Job Description:

The Nebraska Department of Education is seeking an experienced professional to lead our Grants Management section. In this role, you will play a crucial part in supporting Local Education Agencies by ensuring timely grant reimbursements and helping them navigate financial requirements while maintaining fiscal compliance. You will lead a talented team, address complex financial challenges, and implement process improvements. Strong auditing, accounting, and leadership skills are key to succeeding in this position. Office Location & Schedule: This position is assigned to our office located at 84th & O St, Lincoln, NE, with potential for some telework after an onboarding and training period, contingent upon proper agency approvals.

Pay Rate:

$83,352.51/year

This rate is based upon available budget funds; any offer will be made at this rate.

Essential Functions

  • Leads subrecipient reimbursement requests to ensure compliance with federal grant requirements of the Education Department General Administrative Regulations (EDGAR, 2 CFR Part 200), cost principles, and audit requirements.
  • Provides guidance and support related to grant compliance, regulations, and financial standards.
  • Identifies grant and accounting issues, recommends appropriate actions to resolve problems, and ensures issues have been resolved.
  • Consults with and provides technical assistance to program staff, schools, educational service units and other subrecipients on aid program’s fiscal requirements.
  • Assists grants reimbursement staff in administering grant funds by performing desk reviews of subrecipient claims and financial reports to ensure compliance with approved budgets and program regulations.
  • Receives, reviews, and makes adjustments related to grant payment requests, approves and prepares disbursements of funds, and maintains payment records and documentation.
  • Revises, tests, and makes recommendation for the financial and reimbursement sections of the Grants Management System.
  • Collaborates to implement the vision and mission of the Office of Budget & Grants Management by engaging in strategic planning, goal setting, and integration of NDE and Grant Compliance priorities.
  • Develops, reviews, and implements techniques for evaluating division internal control activities, and identifies areas of needed change to make recommendations for improvement related to subrecipient reimbursement requests.
  • Assists with review, interpretation, and implementation of federal and state laws and regulations related to grant reimbursement standards and fiscal compliance.
  • Provides leadership in the hiring, supervision, and potential discipline of staff.  Conducts performance management activities including establishing annual goals related to the strategic plan, holding check-in meetings to discuss goal progress, and completing performance appraisals.  Facilitates a continuous learning environment by promoting professional development to ensure all employees have the opportunity and skills to be efficient and effective in meeting the goals of the agency.  Delegates work and projects appropriately among staff.
