The New York City Department of Transportation (NYC DOT) seeks a visionary and strategic leader to serve as Director of the Freight Mobility (FM) unit within the Transportation Planning and Management (TPM) Division. Reporting to the Assistant Commissioner for Regional and Strategic Planning (R&SP), the Director will oversee NYC DOT’s freight policy development, infrastructure planning, and sustainable freight initiatives to ensure a safer, cleaner, and more efficient movement of goods throughout the city. Working with city, state, and regional agencies, R&SP addresses transportation issues facing the New York City region, and provides policy, practice, and infrastructure solutions.

The Freight Mobility Unit is responsible for developing policies, programs, and infrastructure improvements that support freight movement while ensuring safety, efficiency, and sustainability for businesses, communities, and industry stakeholders. These initiatives align with citywide transportation and climate policies, including DOT’s Strategic plan, Delivering Green: Delivering New York (2021) and PlaNYC: Getting Sustainability Done (2023), which prioritize reducing freight-related emissions, expanding zero-emission delivery methods, and improving freight electrification infrastructure.

As Director of the Freight Mobility (FM) unit, you will play a critical leadership role in shaping the future of NYC’s freight system, driving initiatives that align with safety, sustainability, and economic growth and development. You will oversee the development and implementation of innovative freight policies, infrastructure projects, and outreach strategies while ensuring seamless coordination across TPM, NYC DOT divisions, and external stakeholders. You will serve as the primary freight policy representative for NYC DOT, advocating for sustainable freight solutions at the local, regional, national, and global levels. Your work will support NYC’s long-term vision for modern, multimodal, and clean freight movement that benefits businesses, communities, and the environment. Key responsibilities will include but will not be limited to: 1) Strategic Leadership – Lead the Freight Mobility Unit and its 15+ staff, shaping NYC’s urban freight policies, infrastructure, and multimodal initiatives while aligning with DOT’s sustainability and equity goals; 2) Supervise, and mentor a multidisciplinary team, fostering a collaborative, and inclusive work culture and overseeing procurement, contracts, and administrative functions; 4) Enhance and expand freight safety, sustainability, and efficiency programs, leveraging data-driven modeling and analytics to guide policy and infrastructure investments; 5) Represent NYC DOT in interagency collaborations and industry forums, cultivating partnerships with city, state, and local government agencies, the freight industry, and advocacy groups to ensure inclusive policy development 6) Oversee the planning, design, and implementation of freight-related infrastructure projects, including truck route network management; Direct the strategic use of freight data, analytics, and visualization tools to inform infrastructure planning, policy development, and resource allocation, while assessing emerging technologies and urban logistics models to identify innovative, scalable solutions for NYC; 7) Secure and manage grant and non-grant city funds that support the freight program.

The Division of Transportation Planning & Management is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Preferred Skills
- Strong background in freight transportation planning and management, multimodal logistics, and infrastructure policy, with a strong understanding of sustainable and efficient goods movement.
- Familiarity with NYC’s transportation network, freight regulations, and emerging industry trends.
- Ability to think creatively on solving complex freight issues.
- Strategic thinking and leadership skills, with experience in developing and implementing freight policies, programs, and infrastructure initiatives.
- Strong project management and stakeholder engagement abilities, coordinating efforts across ag
