The Children’s Services Department, which includes the Home Study and Post Release Services Program, is driven by a mission that promotes the safety and well-being of unaccompanied children as they reunify with their families across the United States. As a department, our approach to care is through a child-centric, culturally competent, and trauma-informed lens that empowers the children and families we walk alongside. The Children’s Services Department launched inaugural programming to serve unaccompanied children in 2021. In 2024, we are grateful to partner with an affiliate network, both CWS local offices and other non-profit organizations across 23 locations in the United States to support Unaccompanied children as they are released from the Office of Refugee Resettlement. Through funding from the Office of Refugee Resettlement (ORR), CWS provides services to unaccompanied children (UC) through the Home Study (HS) and Post Release Service (PRS) program.

Purpose

As part of the CWS National Children’s Services Department, the Program Manager, Training and Technical Assistance is responsible to lead staff training and technical assistance activities for the Home Study and Post Release Services Program for Unaccompanied Children. Key responsibilities include the ability to ensure compliance with donor and CWS requirements while promoting an engaging, meaningful training experience for staff that is trauma-responsive, client centered, strengths based and incorporates the fundamentals of cultural humility. The Program Manager has expertise in adult learning principles, virtual training modalities and delivers training in a way that is engaging and incorporates the knowledge of a diverse team. The Program Manager engages collaboratively with the HSPRS leadership team (monitoring, client services, case processing, and others) to ensure training is responsive to the needs, local context and feedback from the HSPRS network. The Program Manager leads the maintenance of the Learning Management System and engages internal and external subject matter experts. The Program Manager provides directions to the Training and Technical Assistance Program Officer to deliver and track needs and activities across the network.  

Responsibilities

Training and Technical Assistance:

  • Lead the development of network pre-service training curriculum that appeals to a variety of learning styles and elevates the voices of those in direct service
  • Lead the development of training resources for network that incorporates their experiences, local context, and needs
  • Maintain up to date knowledge of and ensure the training curriculum reflects changes in ORR and CWS policy in real time and disseminates information on updated policies to all staff in a timely manner
  • Works closely and collaboratively with the Client Services team to support change management activities as they relate to new policy / protocols
  • Facilitate pre-service training curriculum through recorded webinars, e-modules, live presentations, and experiential learning opportunities
  • Establish annual training goals and Calendar
  • Manage ongoing training and technical assistance schedule to meet performance objectives
  • Coordinate with Deputy Director of M & E, Deputy Director of Client Services and Director of HSPRS to address deficiencies in service provision identified through monitoring or other activities
  • Coordinate monthly and quarterly trainings on relevant topics for all direct service staff
  • Ensure a system is in place to track and document network participation/completion of pre-service and ongoing training opportunities
  • Create more efficient methods to measure participant learning
  • Facilitate ongoing training curriculum and engage experts to facilitate learning through webinars, e-modules, and in-person activities
