DUTIES AND RESPONSIBILITIES:

The incumbent in this position must be productive under tight timeframes, balance multiple and competing priorities and maintain a goal-attitude to achieve acceptable performance standards. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.  Attendance is an essential function of this position.

 

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates.  In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report.  Timesheets will be completed in the People First system in accordance with DOE Policy.

 

Oversee the unit responsible for contract monitoring and field technical assistance as it relates to invoice processing.  Duties include:

 

  • Conduct an ongoing analysis of program performance to determine if current operating systems and policies are effective in achieving organizational goals and objectives and make recommendations to improve the overall administration of the Program.
  • Develop standard operating procedures and guidelines that are in requirement with Division and Florida Department of Education goals.
  • Ensures field staff is adhering to timely processing of invoices as is required by Florida Statutes.
  • Manages the distribution of work to contract monitoring unit.
  • Assists in and leads hiring efforts in the event of any vacancies.
  • Participates in unit/Bureau meetings
  • Attends, provides updates, and contributes to meetings regarding contract management and monitoring processes.
  • Independently performs program related research and uses findings to prepare comprehensive reports.
  • Ensures monitoring staff are:
    • Enforcing contractor’s performance of applicable terms and conditions.
    • Evaluating contractor performance and informing management of issues with service delivery.
    • Identify areas for improvement during monitoring reviews.
    • Collaborating with contract managers during the contract monitoring process.
    • Conducting detailed reviews and investigations to identify irregularities or discrepancies.
    • Maintaining complete, comprehensive, current, and well-organized records.
    • Assisting with the development and enforcement of corrective action plans, as deemed necessary; and
    • Evaluating contractor effectiveness and recommending improvements to ensure optimum service delivery.
  • Represents the Assistant Bureau Chief and Special Contracts Section, as required.
  • Performs other related duties and responsibilities, as required.
