The Olefins & Polymers USA division of INEOS USA LLC (O&P) ranks among North America's largest producers of olefins and polyolefins. Within this division, the Pipeline Supply Organization (PSO) manages the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and over 500 miles of pipelines in the South Texas area. The Hobbs Fractionation Complex is responsible for separating Y-Grade NGLs and producing C2s, C3s, and C4+, playing a crucial role in the CBW supply portfolio. The Stratton Ridge salt dome storage facility stores various feedstocks and products, seamlessly integrating with the pipeline systems for efficient transport and distribution. 

How the Role Fits In:

The Senior Pipeline Integrity Engineer provides leadership and guidance regarding pipeline integrity management, as well as operations and maintenance, as part of a cross functional team that supports company operating assets.   This position should act as key focal point for long term asset strategy development for pipeline systems.

The incumbent must have deep understanding of the various pipeline regulations governing the 500+ miles of pipelines currently operated by PSO. Key drivers for this individual would be to ensure all pipeline integrity manuals reflect the requirements outlined in regulatory and internal INEOS requirements by developing a dashboard of critical actions. Developing a long-term plan for the inspection of pipelines and related facilities needs to be grounded with the short-term execution of the plans with the pipeline execution team. This position must remain as an equal peer to Operations, Commercial and Pipeline Execution to ensure all required inspections and follow up are complete.

Responsibilities AND Accountabilities

Accountability 1: Manage the Pipeline Integrity Management and Pipeline Operations and Maintenance Programs to ensure the integrity and safety of INEOS assets and the surrounding communities

  • Ensure compliance with pipeline inspection routines as outlined in the Pipeline integrity manuals
  • Coordinate inspection requirements with the Pipeline Execution team to ensure equipment is properly prepared and ready for inspection
  • Review inspection reports and document any necessary follow-up including but not limited to anomaly inspections, verification inspections and inspection rework
  • Provide guidance and recommendations to identify and address damage mechanisms including corrosion, the various forms of SCC, strain, etc.

Accountability 2: Act as primary technical liaison between INEOS and pipeline regulatory bodies (PHMSA and TXRRC)

  • Represent INEOS to State and Federal agencies during audits
  • Ensure proper filing of all regulatory required permits and permitting responses
  • Support pipeline compliance programs (IMP, O&M, etc.) to ensure INEOS remains current and compliant with all Federal and State pipeline regulations, as well as industry standards and RAGAGAP

Accountability 3: Act as primary technical resource for pipeline inspection, repair, replacement and new installations

  • Evaluate the need for metallurgical analysis of failures
  • Focus on continual improvement by developing and tracking appropriate KPIs
  • Maintain in depth knowledge of operating parameters and piping configurations throughout each pipeline system to enable temporary lineups that will prevent restricting fractionator output
  • Serve as the Subject Matter Expert for pipeline design, maintenance, and repairs for multiple business units

Accountability 4: Act as liaison between pipeline operations, integrity and commercial teams regarding use of existing pipelines and development of new pipelines

  • Participate in a forum within the Global INEOS business units to share best practices associated with pipeline integrity management, operations and maintenance
  • Develop and manage annual budgets, deliverables and schedules
  • Work with the INEOS Commercial team, as well as downstream customers – internal and external, to limit downtime associated with pipeline maintenance
  • Lead teams of experienced operations and pipeline personnel
