Position Overview

The Illinois Department of Corrections is looking for a strategically driven Sourcing Section Contract Liaison. The person selected for this position organizes, plans, controls and evaluates the bidding and awarding of contracts for the procurement of commodities, services, and leasing for all institutions, facilities and units statewide. Additionally, the successful candidate will develop and control the procurement of services contracts, commodities, equipment and leasing procedures while ensuring the Procurement Code, Statutes, Rules and Regulations are adhered to. Essential Functions

  • Coordinates, plans, directs, and controls the activities of regional sites including institution business offices and central office staff in bidding and initiating service and commodity contracts and leasing of equipment.
  • Assigns, directs, and coordinates the procurement of commodity and service contracts including Purchase of Care, Major Medical contracts, Mental Health and Substance Abuse treatment, Federal Grants, religious, personal service, legal services, interagency agreements, equipment leases, and grant contracts.
  • Serves as a liaison with the Department of Central Management Services, Office of the Comptroller other state agencies and with Central Office staff on contracting related issues, including but not limited to the original drafting and preparation of multi-agency documents to achieve compliance with all center requirements.
  • Drafts, approves, edits and publishes Award Notices on CMS Illinois Procurement Bulletin internet webpage.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
