About the Opportunity

The Critical Operations Administrative Services (COAS) department has an immediate opening for a Personnel Security Administrator, reporting to the Risk & Compliance Manager. COAS is a safety, security, and compliance function created to support critical operations and protect the Bank’s people and assets via personnel screening and credentialing. Critical Operations consists of a diverse set of professionals, including access control administrators, investigators, currency processors, and maintenance technicians. All working in tandem to protect the people, assets, and physical infrastructure of the Federal Reserve System’s Fifth District.

The Personnel Security Administrator will be responsible for providing technical and administrative support to the Senior Security Specialist. This will include correspondence generation, record keeping, and database entry and maintenance. You will assist with the initiation and administration of background screenings for FRB employees, applicants, contractors and other designated personnel. You will interpret and apply personnel security policies and guidelines to render pre-appointments and confirm screening levels are aligned to position characteristics. You will contribute cross-functionally with human resources, law enforcement, and Treasury relations to identify and recommend creative ways to solve defined problems. You will assist with the rescreening process for employees and contingent workers, at times reviewing results of investigations and recommending employment suitability. You will have strong caseload management skills and attention to detail. You may also have practical experience processing personnel security information and forms for public trust or national security positions, with an understanding of personnel security forms, systems, and suitability factors.

What You Will Do:

  • Notify staff who are due for rescreening and initiate background checks.

  • Determine if additional inquiries are necessary to resolve discrepant, incomplete, or contradictory applicant information.

  • Maintain database records used to monitor screening activity and progression through security processing requirements.

  • Respond to customer inquiries about background screening and credentialing.

  • Provide coordinated communications with the customer and other stakeholders regarding security operations.

  • Conduct periodic self-inspections and quality assurance reviews to determine the accuracy of screening dates, tier levels, and investigation types.

  • Provide security recommendations for risk identification, avoidance, and mitigation for sensitive programs and operations.

  • Communicate security policies and procedures through meetings, written documentation, and verbal presentations.

  • Assist with the review, analysis, and evaluation of investigation results to recommend employment suitability and credentialing eligibility.

Qualifications:

  • Minimum of 3-5 years of relevant work experience including experience handling sensitive personally identifiable information.

  • Strong attention to detail and ability to work with precision. 

  • Excellent written and verbal communication skills.

  • Self-driven with strong organizational skills and the ability to anticipate and solve complex problems.

  • Command of MS Office products (i.e. Word, Excel, and PowerPoint) and collaboration tools (i.e., SharePoint, Teams) and the analytical skills to put them to full use.

  • Proven ability to provide excellent customer service and maintain productive relationships with stakeholders.

  • Capable of responding to internal or external requests for information in a timely manner.

  • Working knowledge of C-CURE 9000 and/or Workday preferred, but not required.
