Job Description

RESPEC’s Technical Director of Federal Programs is responsible for driving the technical direction assisting with business development to help grow within the Federal and also particularly the health IT space. This role involves technical and strategic direction, engaging with clients to gather requirements, and developing innovative and practical solutions to assist in the Federal Health domain. The Director will work in programs, with teams, clients, business development and senior management to drive client and business development initiatives, including health IT consultancy solutions.

Responsibilities:

  • Provide client support to help shape initiatives, gather requirements, and assist in proposals
  • Pinpoint and analyze client needs, and align them with healthcare trends
  • Partner with Business Development to assist in strategic direction
  • Direct all aspects of technical programs in conjunction with other internal program colleagues and resources  
  • Work with internal teams to organize project and task workloads and select qualified individuals for assignments
  • Manage internal direct reports
  • Manage resource utilization and work with internal technical recruiter to identify and hire staff and/or contract resources
  • May manage active contract teams as well as provide directly billable support on programs
  • Identify new technologies and trends within healthcare space
  • Work with colleagues to draft technical solutions and respond to RFIs, Sources Sought, Market Research, RFPs, RFQs opportunities   
  • Act as a subject matter expert to translate the technical solution into design solutions and documentation
  • Provide direction on solution evaluation, selection and design decisions
  • Conduct market research and lead internal research and development activities in the Federal domain including Health IT.

Qualifications

  • Bachelor of Science or other technical discipline
  •  A minimum of 15 years’ directly applicable experience
  • Experience with proposal efforts including white paper creation, shaping/scoping, client engagement, RFI responses, technical volumes, and pricing (including cloud compute spend)
  • Previous experience as a solution architect, presales engineer, or technical lead on capture and proposal efforts
  • Adept and experienced with developing content and presenting to clients, internal customers, vendors, partners, leadership, peer groups etc.
  • Demonstrated technical leadership and customer relationship building
  • Experience working with Program Managers
  • Experience in health systems and support IT definition, design, integration, staffing and delivery
  • Experience writing content for white papers, RFI responses, proposals, and partner/customer briefings.
  • Experience developing and reviewing levels of effort, timelines, BOEs and BOM as needed for complex solutions.
  • Implementation experience with brand-agnostic Cloud platform solution strategies, solutions and transitions (e.g., Azure, Google, Oracle, AWS).
  • Experience implementing DevSecOps, including in a cloud environment.

Preferred: 

  • Experience in the Federal Health / Health IT domain
  • Current or previously Public Trust and/or DOD or DOE security clearance
  • Working knowledge of HHS/IHS and VA healthcare systems.
  • Previous experience managing complex solution development efforts/contracts.
  • Experience implementing solutions using multiple platforms and/or interface types.
  • Experience with Data Analytics, AWS, Azure, Oracle and other related technologies and modern data platforms.
  • IT Certifications – PMP, CRM, CompTia, CCSP/Cloud-specific, Cybersecurity, ITIL
