Description
The Senior Military Analyst/Instructor - Doctrine (SMA-D) provides both management and technical support to various projects under the NEXWDC Program Manager, serving as one of three functional leaders. The SMA-D oversees contract performance related to doctrine and tactics analysis, mission effectiveness assessment, and gap analysis. This role manages a team of subject matter experts, including the Senior Doctrine Editor, Doctrine Writers, and Operations Analysts, who collaborate to support the doctrine and tactics review process. The SMA-D also facilitates collaboration, offers doctrinal solutions to capability gaps, assists ECH IV commanders with TTP development, and coordinates efforts with NWDC and other WDCs, while supporting war games, concept development, and experimentation events.
Place of Performance:
Navy Expeditionary Warfighting Development Center (NEXWDC), Virginia Beach, VA
Responsibilities include:
- Provide on-site management to oversee task-focused performance for the NEXWDC doctrine and tactics program.
- Lead research, operational analysis, writing support, and publications production for N5 management.
- Exercise discretion in allocating resources within the team to meet the department’s short- and long-term goals.
- Maintain productive communication with the supported department and ensure contractor workforce responsiveness to changing circumstances.
- Minimize schedule disruptions and the need for government oversight.
- Participate in developing and revising Expeditionary Warfare (EXW), Construction (CON), Force Protection (FP), and Irregular Warfare (IW) doctrine and tactics.
- Conduct periodic trend analysis of relevant joint and Navy doctrine and tactics and address gaps in EXW, CON, FP, and IW doctrine and tactics.
Requirements
Experience: Minimum of 15 years of program management, military operations, planning, coordination, training, and technical analysis experience at the O5/O6 level in the U.S. military. Experience must include:
- Unit-level operational experience (battalion, squadron, ship, etc.), operational staff experience at the group/task force level, and/or joint or coalition/combined level.
- Command and Control Operations and real-world deployments or operations relevant to Fleet, USMC, Joint, or coalition/combined operations.
- Strong understanding of military organizations, training, and operations to conduct complex studies and identify and resolve mission capability gaps.
- Background in Expeditionary Warfare in one or more areas such as Naval Construction, Navy Expeditionary Logistics, Explosive Ordnance Disposal, Coastal Riverine, Navy Expeditionary Intelligence, Amphibious Operations, and Force Protection.
Doctrine Knowledge:
- Minimum of three years of experience in reviewing or writing joint or service-level doctrine for expeditionary and maritime operations (e.g., NWPs, NTTPs, TACMEMOs).
- Familiarity with the Navy Warfare Library (NTTP 1-01), COMFLTFORCOM Instruction 5401.1 (series), Fleet CONOPS Writers Guide, and U.S. Government Printing Office Style Guide for document production.
Skills:
- Strong analytical and problem-solving abilities.
- Excellent communication skills, both oral and written.
Education: Bachelor’s degree required.
Security Clearance: Must be able to obtain and maintain a Secret security clearance.
