Summary/Primary Purpose: Represents the Emergency Disaster Services ministry of the Western Division in a fiscally responsible manner. Organizes disaster preparedness and response.
Essential Duties and Responsibilities:
- Maintains and executes current, effective divisional plan of action, including standard operating guidelines with an incident command structure.
- Recruit volunteers through Corps, Service Units or community specifically for disaster services. Utilizing the Volunteer Department and Golden.
- Responsible upon notification of disaster, determine scope of disaster and, review Corps request for services during first 72 hours. Estimate duration of required assistance.
- Disaster response responsibilities include supplies, equipment, volunteers and other needs are available to accomplish task.
- Monitor and coordinate the division's disaster preparedness; keep abreast of current trends in disaster services, response, and operational procedures; and provide training opportunities.
- Serve as liaison to the division's disaster situations; monitor procedures; respond to field inquiries; troubleshoot problems; review materials and provide input for recommendations.
- Develop and maintain an efficient operating procedure manual for disaster operations.
- Serve as liaison to local, state and federal officials regarding disaster situations.
- Works with Development to appropriately brand disaster services & disaster brochure with yearly updates.
- Reviews Corps response plans on a regular basis, including inspecting disaster vehicles. Also make annual visits to corps, provide EDS training, ideas and recommendations for engaging community and local fire and law enforcement agencies.
- Attends and participates in territorial and national disaster events and conferences.
- Participate in in the management of the disaster reserves and fund-raising opportunities.
- Maintains relationships with, and coordinates mock drills with, other response organizations (VOAD), and represents TSA on the committee.
- Manage local seasonal feeding programs for Winter Night Watch and Family Meals of Hope.
- Responsible for the leadership of the Omaha Disaster Team.
- Oversee the database for disaster equipment including mobile canteens, kitchens, generators and other major equipment.
- Reports weekly as needed in writing or in person to the General Secretary. Notify the GS when notified about disasters within the division.
- Maintains compliance in The Salvation Army’s “Safe from Harm” certification.
- This role must be able to workdays, evenings, weekends, holidays as necessary, especially in emergency situations.
- Driving is an essential function of this role.

Supervisor Responsibilities: Volunteers and temporary employees for programming.
Education and/or Experience:
Bachelor’s degree in Fire Science, Emergency Management, or another related field preferred. Six years’ related experience or any equivalent combination of education and experience that provides the requisite knowledge, skills and abilities.
Need to possess FEMA ICS 100, 200, 700, and 800. With FEMA ICS 300 and 400 as preferred.
