About the role

Summary

This position is responsible for supporting Ahtna’s estimating team to ensure cost estimates and narratives are compliant with solicitation instructions while verifying formula accuracy, linkages, and data is population. This involves daily participation in proposal meetings and review cycles.  This is a fast-paced, deadline-driven work environment that requires a high degree of accuracy, time management and the ability to prioritize and manage multiple submittals simultaneously.

The salary range for this position is $107,262-$133,545 per year.

 Essential Duties and Responsibilities (including, but not limited to):

  • Develops a thorough understanding of solicitations and attachments, which may include: applicable workload, wage determinations, site maps, multiple locations, GFE, GFP and scope.
  • Analyze data to ensure cost models are accurate and compliant.
  • Review and verify cost proposal linkages and formulas are correct and capturing data appropriately and feeding Government deliverables.
  • In collaboration with the Director of Pricing Strategy this position will develop and refine standardized processes, tools, rates and factors, and cost models for estimating teams.
  • Assist with providing guidance on the development, manipulation and execution of estimating methodologies for rates and factors, materials, equipment, tools, labor, subcontractors and vehicles.
  • Participate in all cost proposal reviews to ensure changes are accurately captured as they are defined within peer and team reviews.
  • Collaborate closely with the assigned estimating team to align proposal support efforts with proposal strategies and deadlines.
  • Perform other duties as assigned by the Director of Pricing Strategy and/or Estimating Manager.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Minimum Qualifications

  • Bachelor’s degree in Business, Finance or a related field.
    • Education may be substituted for experience on a 1:1 basis.
  • Seven (7) years of experience supporting Government Services cost proposal development.
  • Thorough understanding of Service Contract Act, Collective Bargaining Agreements, Davis Bacon, Defense Base Act, Federal Acquisition Regulations, DCAA/DCMA, and other Government-related applicable standards and regulations.
  • Comprehension capability of solicitation requests that include government deliverables, workload data, attached publications and written requirements for submission.
  • Advanced proficiency in MS Excel.
  • Experience exercising independent judgment in a proposal or estimating environment.
  • Experience working collaboratively within estimating or proposal teams.
  • US Citizenship.

     

    Preferred Qualifications

    • Proficiency in MS Word.
    • Cost development related to Government Services such as, GSA, cyber security, operations and maintenance, security, logistics, supply, janitorial, grounds maintenance and/or commercial procurements.
    • Working knowledge of the federal procurement process, Defense Contract Audit Agency, and FAR principles and common federal solicitation structures.
    • Superior ability to mentor and foster growth within estimating teams.
    • Experience and knowledge of Alaska Native cultures.
