Public Health Project Leader- (Master Trainer)

Under senior leadership, and Division Administrator supervision, the Project Leader aids the Division Administrator in ensuring the Health Department achieves its strategic objectives and key results in alignment with its mission: to improve the health and quality of life of Detroiters through innovative public health policy, programs, and partnerships. Duties and responsibilities include policy analysis, program coordination and implementation, daily operations, communications, and quality improvement. The Project Leader also works with their Division Administrator to integrate programs and services to best meet the public health needs of the community. This position is instrumental in building a skilled, resilient CHW workforce that improves health outcomes and advances equity across Detroit communities. The CHW Master Trainer helps ensure that CHWs are not only certified, but also continuously growing, professionally supported, and positioned for long-term career advancement.


Examples of duties


ESSENTIAL FUNCTIONS:
 

Project Management

  • Assist in the development and management of a portfolio of projects and programs
  • Implement and improve programs and policies
  • Ensure compliance with contractual requirements for both master contract and task orders, including labor schedules, terms and conditions, and reporting requirements 
  • Agile thought leadership, development methodologies and proven delivery track record

Team Development and Supervision

  • Cultivate a team culture that is dedicated to achieving excellence in programming and policy to advance division goals
  • Propose and participate in ongoing professional education and team development
 
 Project Development

  • Prepare proposals by determining concept, researching, gathering and formatting information, writing grants, developing budgets, and obtaining approvals
  • Lead in the establishment of new projects within the strategic framework of the department and the division 

 Fiscal Management

  • Oversee grant finances by managing budget approvals, contract development and amendments, procurement, and invoicing
  • Aid in identifying and organizing the pursuit of funding to advance division goals
  • Monitor and lead in the administration of grant funds

 Quality Improvement

  • Promote efficient division operations and excellence in achievement of program objectives and key results
  • Plan and implement division quality improvement efforts
  • Contribute to department and city systems and quality improvement efforts
  • Work with senior leadership and peers to advance positive organizational culture development
  • Track training outcomes, certification rates, and workforce impact metrics
  • Maintain accurate training records and documentation for compliance and reporting
  • Assist in grant implementation, reporting, and program evaluation activities

Communications and Stakeholder Engagement 

  • Maintain effective working relationships with program funders, partners, and evaluators
  • Represent the division in meetings and initiatives with external stakeholders
  • Identify public, private, and community stakeholder engagement opportunities as necessary to advance division goals and department mission
