About the Position:
The Virginia State Police (VSP) is seeking to hire a Procurement Specialist Senior in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The successful candidate will perform complex/technical competitive procurements, High Risk, Sole Source and Emergency Procurements; develop bid/proposal specifications for the acquisition of goods and services in accordance with the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), Virginia Information Technology Agency (VITA) Buy-IT manual, and Department policies and procedures; conduct Competitive Procurements to Establish Term Contracts for Goods/Non-Professional Services; prepare and issue solicitation; conduct pre-bid/proposal conference; issue addenda; analyze/evaluate bids/proposals; conduct vendor negotiations; award contracts in accordance with Department policies and state procurement regulations; write sole source and emergency procurement justifications; maintain a complete, up-to-date procurement file and ensure all required approvals are obtained from authorized agency representatives, Department of General Services (DGS)/Division of Purchase and Supply (DPS), Virginia Information Technology Agency (VITA), and/or Office of the Attorney General (OAG); publicly post all necessary notices in eVA; and process all purchases against contracts through eVA.

Minimum Qualifications
•Considerable knowledge of the principles and practices of procurement: of laws and guidelines affecting governmental procurement; and of contract administration.
•Working knowledge and understanding of the Virginia Public Procurement Act in Title 2.2, Chapter 43, the policies and procedures contained in the Division of Purchases and Supply Agency Procurement and Surplus Property Manual (APSPM), and the Virginia Information Technology Agency (VITA) Buy-It Manual.
•Skill in operating computers and using MS Office (Word, Excel, PowerPoint), other databases, and the eVA procurement system.
•Working knowledge of Small Purchase Charge Card (SPCC) program.
•Demonstrated ability to procure goods and services in accordance with established policies, procedures, and guidelines; to develop Request for Proposals (RFPs), Invitation for Bids (lFBs), or other contractual documents; to conduct vendor negotiations and administer contracts; to apply state procurement laws and regulations and research techniques for obtaining complex/technical goods and services; and to analyze data, and develop reports.
•Ability to organize and maintain contract files and records; to work independently and as a member of a team; and to communicate effectively orally and in writing in English with internal and external clients, vendors, and other state
agencies.
•High School Diploma or GED equivalent.
•Valid motor vehicle operator's license.
•Ability to obtain Virginia Contracting Officer (VCO) certification within two years of hire, if not certified.
•Demonstrated experience in developing complex/technical Request for Proposals (RFPs), Invitation for Bids (IFBs), or other contractual documents; in conducting vendor negotiations and administrating contracts; in researching techniques for obtaining complex/technical goods and services; to analyze data and develop reports; and to provide procurement guidance to Agency staff regarding the requirements for the various methods of procurement.
