About the role

We are seeking an AM&E Senior Program Analyst to support our client’s Department of Defense (DoD) customer under the Assessment, Monitoring, and Evaluation (AM&E) Support Services contract. This role requires extensive experience in security sector assessments, data-driven evaluations, and policy implementation.

The AM&E Senior Program Analyst will play a critical role in planning, implementing, and evaluating security cooperation initiatives. This position supports Significant Security Cooperation Initiatives (SSCI), ensuring compliance with DoD policies and international evaluation standards. The analyst will engage with senior stakeholders, conduct data analysis, and generate reports to drive informed decision-making within the security sector.

This is a dynamic role that requires strong analytical skills, policy expertise, and the ability to coordinate with high-level government officials and interagency partners. All work will be performed at MacDill AFB, Tampa, FL. Services require occasional domestic and international travel.  These positions require a Top Secret clearance. These are full-time, funded positions.

Key Responsibilities

Strategic Security Cooperation Planning & Execution

  • Support the development, implementation, and evaluation of Significant Security Cooperation Initiatives (SSCI).
  • Assist in the development of Initiative Design Documents (IDDs), assessment criteria, and evaluation reports.
  • Apply Office of the Secretary of Defense (OSD) Policy guidance to ensure compliance with security cooperation regulations (DoDI 5132.14).
  • Monitor and assess ongoing Security Cooperation (SC) programs for effectiveness and impact.

Stakeholder Engagement & Coordination

  • Collaborate with OSD Policy, Defense Security Cooperation Agency (DSCA), Combatant Commands, and interagency stakeholders to align AM&E efforts with strategic objectives.
  • Provide expert guidance on policy implementation and evaluation strategies.
  • Support event planning, workshops, and senior leader engagements related to AM&E efforts.

Data Management & Analytical Support

  • Develop and maintain quantitative and qualitative data collection tools, including survey instruments and reporting frameworks.
  • Analyze security cooperation data using statistical methods and visualization techniques.
  • Generate high-quality briefings, dashboards, and reports for senior DoD leadership.

Operational Support & Compliance

  • Support the operational requirements of assigned branches to ensure AM&E mission success.
  • Ensure all planning tools and AM&E products are completed, coordinated, and delivered on time.
  • Maintain compliance with evaluation standards set by the American Evaluation Association (AEA) and the Organization for Economic Cooperation and Development (OECD).

Other Duties

  • Perform additional tasks as assigned to support the AM&E mission and security cooperation objectives.
  • Maintain an active Top Secret security clearance.

Requirements

  • U.S. Citizen with an active Top Secret Security Clearance.
  • Minimum five (5) years of experience in planning, designing, and implementing AM&E programs within the security sector.
  • At least two (2) years of experience developing evaluation strategies, data collection tools, and analytical methodologies.
  • Minimum one (1) year of experience supporting Evaluability Assessments.
  • Demonstrated proficiency in quantitative and qualitative analysis.
  • Strong written and verbal communication skills in English.

Preferred Qualifications:

  • Eight (8) years of experience managing data for global security sector reform indexes, including:
  1. Global Peace Index, Afrobarometer, World Justice Project, and Armed Conflict Location & Event Data Project (ACLED).
  • Three (3) years of experience in:
  1. Producing technical reports and dashboards to present monitoring data.
  2. Conducting, analyzing, and incorporating program and activity evaluations.
  • Two (2) years of experience leading interagency monitoring and evaluation efforts.
  • Advanced degree (Master’s in International Development, Political Science, Security Studies, or a related field).
