The City College for Municipal Development & Workforce Programming (CCME &WP) unit sits within the Office of the Chief Administrative Officer (CAO).
The City College for Municipal Employment (CCME) launched in October 2024 as an investment by the Parker Administration to create economic opportunity and open doors of access to residents seeking sustainable and fulfilling career pathways. The training and education CCME provides prepares Philadelphians to work and serve in a number of critical areas and industries with good paying jobs, health care and retirement benefits. CCME serves as a hub for the City’s investments in workforce development across Philadelphia’s economy and seeks to foster systemic solutions to City and external employers' human capital challenges and strengthen Philadelphia’s workforce development ecosystem.
Job Description
Position Summary
The Director of CCME (City College for Municipal Employment) Program Development leads the design, coordination, and implementation of enterprise-wide workforce development initiatives that prepare current City employees for new career pathways. This role is an enterprise-wide workforce development function designed to focus on program design, implementation and evaluation of signature CCME workforce programs to support opening doors of access to municipal jobs, as well as upskilling current employees to support career progression.
The Director plays a pivotal role in developing high-quality, engaging technical and career readiness training programs for the City of Philadelphia workforce The Director of CCME Program Development coordinates, evaluates, and develops programs designed to provide opportunities for potential new and current employees to develop and improve their job readiness skills for new career paths. The Director works with operating departments to access current programs that identify new opportunities. Programming can be initiated and developed at the department level or from a central position to impact employees citywide. Understanding this, the Director will not only partner with departments but develop and implement new programing that reaches across city agencies. This position is distinguished from other training and development positions by its focus on training potential new applicants to municipal jobs and upskilling current employees to assume new roles, often in different career paths.
Job Description
Design and develop new technical and contextualized skill training programs from scratch, adhering to adult learning principles. Candidate will also work with CCME program design staff at the Community College of Philadelphia to jointly create programs, helping to drive the City Departmental needs.
- Work closely with various stakeholders to lead program design including operating, CCME staff, and the Office of Human Resources to identify critical hard to fill positions and understand current employment pathways.
- Modify and enhance existing programs and materials to make them more effective and engaging for learners.
- Create interactive content, class aids, and exercises to support training, using PowerPoint or other tools to create visually appealing instructional design content.
- Incorporate modern tools and technologies, including AI, to optimize research, content creation, delivery, and learner engagement.
- Work with CCME HR staff to identify specific positions that can be filled by internal staff or other candidates with specific training.
- Develops programs to build skills; works closely with the OHR Hiring Services in creating programs
