North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.


POSITION PURPOSE:

This position is responsible for providing environmental and regulatory support for North Wind Site Services. The successful candidate must provide technical leadership, subject matter expertise, and broad-based multidisciplinary technical support to project and proposal teams. Oversees and directs all phases of a waste management project. Designs and implements project plans. Communicates directly with contractors/designers concerning project cost, staffing, and scheduling. Prepares project status reports and works to ensure plans adhere to contract specifications. This individual will conduct both internal and client-facing meetings related to project work, training/mentoring junior staff, and providing creative problem-solving leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Technical leadership for hazardous waste remediation under CERCLA and RCRA programs throughout the project life cycle with focus on remediation, remedy implementation, and beyond.
  • Oversight of remedial action activities and environmental projects including on-site roles such as environmental auditing, site inspections, and management assessments.
  • Integrate with the day-to-day waste management operations of multiple projects throughout the company to ensure regulatory compliance.
  • Development of waste profiles and characterization strategies to meet waste acceptance criteria (WAC) compliance for various disposal facilities throughout the US.
  • Ensure compliance with waste storage, transportation, and disposal requirements
  • Lead waste operations and disposition in accordance with the North Wind waste management plans and procedures.
  • Ensure compliance with DOE Hazardous Material Regulations, Federal Motor Carrier Safety Regulations, and DOE O 460.2B, “Departmental Materials Transportation Management” .
  • Oversee characterization, profiling, manifesting, segregation, waste packaging, and associated disposal records.
  • Prepare waste disposal reports for DOE.
  • Report all waste shipments and waste certifications.
  • Provide daily direction to Waste Management Support personnel deployed to the project.
  • Provide and maintain waste volume estimates and waste metrics required by the Contract, and in support of project planning and performance.
  • Serve as the primary interface with treatment/disposal site personnel, transportation providers, and North Wind Contracts functional personnel to scope, define, and implement waste treatment, disposal, and transportation subcontracts.
  • Support ISMS processes in the development of work packages, which include waste management and transportation-related scopes of work.
  • Interface with the client, North Wind corporate managers, project functional managers, and project-level support personnel to ensure safe and compliant operations.
  • Prepare, peer review, and/or sign all waste shipping papers. All shipping papers will be signed in accordance with the Contract and instructions in the DOE O 460.2B, “Departmental Materials Transportation Management” . Please see section 4.3 with respect to the proper usage of the DOE SPRU and KAPL EPA ID Numbers.
  • Delegate activities to the Waste Management Specialist, as applicable.


ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Writing scopes of work and developing cost estimates and schedules associated with remediation projects for Opportunities.
  • Provide guidance and oversight in characterization strategies including DQOs, statistical data manipulations, data quality assessment, and documentation of key decisions made.
  • Identify staffing needs and work with the PM to fill the required positions.
  • Identify materials required to support project scope related to waste management and transportation and work with the PM to secure the materials.


MINIMUM QUALIFICATIONS:


Education and Experience:

  • A four-year degree in a scientific or technical field plus a minimum of 5 years of relevant experience in waste management, commercial waste certifications and ship/manage hazardous materials.
