SUMMARY

The Human Resources Business Partner (HRBP) works with managers and line employees to achieve business results by taking ownership of and implementing the talent management priorities and the delivery of HR-related programs and projects. Provides support that is complex, cross-divisional, and dynamic, with the primary goal to enhance agency performance.

  • Collaborates with HR leadership to develop HR-related policies, procedures, and practices that support workforce and talent management priorities.

  • Stays current on HR trends and labor laws to ensure compliance and develop solutions aligned with leading practices.

  • Establishes trusted relationships with leaders to understand departmental strengths and challenges, providing relevant and impactful HR solutions.

  • Consults with line management to provide daily HR guidance, proactively addressing concerns before they escalate.

  • Supports key HR programs such as performance management and employee engagement, ensuring consistent agency-wide adoption.

  • Works with the HR team to define and monitor performance/KPI metrics, analyzing trends to inform decision-making.

  • Researches root causes and conducts analyses to recommend organizational improvements.

  • Resolves complex employee relations issues and grievances, ensuring fair and effective outcomes.

  • Manages the interactive process to ensure appropriate accommodations for employees with restrictions.

  • Supports leaders with performance management, including facilitating performance counseling and developing performance improvement plans as needed.

  • Actively contributes to HR’s continuous improvement initiatives, enhancing efficiency and effectiveness.

  • Acts as an HR champion and primary HR contact for department leaders, ensuring accountability for HR support and services.

  • Provides on-site support for prenatal-to-age-five programs across 19 school sites in Watts and Echo Park at least once per week.

  • Attends a monthly in-person HR town hall in Long Beach.

ADDITIONAL DUTIES

  • Other duties and special projects as assigned.

SUPERVISORY RESPONSIBILITIES

  • This job may supervise an associate or junior HR business partner(s).

  • Is responsible for the overall direction, coordination, and evaluation of direct reports, using independent judgment and discretion.

  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

QUALIFICATIONS

EDUCATION & EXPERIENCE

  • 5+ years of progressive human resources and employee relations experience (e.g., HR generalist, specialist or manager).

  • Bachelor's degree in HR or a related field from a four-year university preferred.

  • SHRM or PHR certification preferred.

OTHER QUALIFICATIONS

  • Possesses a valid driver's license and state-required auto insurance or reliable transportation depending on business needs.

  • Ability to handle confidential information. 

  • Excels at working with others in pursuit of a common goal.

  • Experience in the ADA interactive process.

  • Experience with California labor laws

  • Experience with project management and change management.

  • Proven conflict resolution skills.

  • Analytical and strategic thinking skills.

  • Strong business acumen.

  • Strong time management skills; excellent multi-tasker.
