Associate Program Manager – Quick Home Energy Check-up (QHEC)
Location: Hybrid - Candidates must be able to commute to Columbia, MD
  
To support our growth, we are currently seeking an QHEC Associate Program Manager for our Utility Programs and Services (UPS) division to lead and grow ICF’s energy efficiency programs in Maryland. You will lead the development and management of our QHEC energy efficiency programs, build relationships with clients, mentor junior team members, design/implement program strategies and plans. This position will need to effectively interface with staff and clients locally in Maryland.

 What you will be doing:

  • Design energy efficiency programs, including measure selection, market analysis, and delivery strategy development

  • Implement programs through detailed management plans, quality control, and evaluation processes

  • Collaborate with cross-functional teams of technical and marketing specialists (internal staff and subcontractors) to meet program goals

  • Build and maintain strategic partnerships through in-person and virtual engagement

  • Manage program forecasts, budgets, goals, and provide regulatory support

  • Analyze market trends and technologies to enhance program performance

  • Coordinate with regional and national teams to align strategies and share best practices

  • Oversee daily operations of program staff and subcontractors

  • Drive adoption of energy-efficient technologies by leveraging market knowledge and stakeholder relationships

  • Track progress and report results to clients

  • Travel locally within Maryland up to 10% for client meetings, and program events

What we need you to have (minimum qualifications):

  • Bachelor’s degree in Business, Environmental Science, Engineering, Energy Management, Sustainability, or related discipline (or applicants can substitute one year of related experience for one year of education) 

  • 3+ years of experience developing designing and administering successful energy efficiency and demand reduction programs for utilities, state energy offices, state/local governments, and/or regional non-profits and/or related experience

  • Valid driver’s license required

  • Must be able to successfully pass a Motor Vehicle Records (MVR) check and drug screening.

What we would like you to have (preferred qualifications):

  • Experience with the energy efficiency market in Maryland

  • Knowledge of sustainable building practices and technologies 

  • Ability to manage client relationships and communicate effectively 

  • Previous experience managing junior staff 

  • Ability to work independently in a fast-paced environment while maintaining multiple deadlines

  • Strong analytical, detailed problem-solving, and decision-making capabilities 

  • Ability to take direction and work independently towards final results

  • Flexibility and adaptability to respond to new information, changing conditions, or unexpected obstacles

  • Critical thinking, using logic and reasoning to identify the strengths/weaknesses of alternative solutions and approaches to problems

  • Familiarity with Appliance Recycling 

  • MS Office Applications (Word, PowerPoint, Outlook, Excel)
