DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. The Bay Area Urban Areas Security Initiative (UASI) is a regional agency serving 12 counties across the Bay Area with DEM as its fiscal agent. The Bay Area UASI improves regional capacity to prevent, protect against, respond to, and recover from terrorist incidents and catastrophic events. UASI utilizes federal homeland security grant funds to analyze regional risks, identify capability gaps, and build a secure, prepared, and resilient region. The Bay Area UASI works in close collaboration with diverse stakeholders at the local, state, and federal levels. Under the direction of the Approval Authority, the Bay Area UASI Management Team, comprised of DEM employees, administers grant funds, conducts risk and capability assessments, supports policy development and implementation, and develops and disseminates tools and best practices among the region’s emergency response and management disciplines. The Management Team serves as the liaison between the City and County of San Francisco (the Bay Area UASI fiscal agent), the Department of Homeland Security, the State of California, and local government grant sub-recipients. This is a Permanent Exempt (PEX), Category 18 appointment. Category 18 appointments are not to exceed three (3) years in duration; however, this is a grant-funded position and its duration is dependent upon future funding availability. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.

Under direction from the UASI Grants Manager, the UASI Grants Analyst performs a variety of programmatic, financial and administrative functions, including initiating and executing accounting transactions, reconciling revenue and expense of complex grant programs, developing and monitoring grant program budgets, and preparing and organizing extremely complex and difficult accounting records for audit reviews. This position also requires developing complex tables of payroll, statistical, or programmatic data, interaction with program and fiscal staff of various bay area sub-recipient jurisdictions, administration of contracts and procurement processes, and responding to internal and external program and financial audits as well and monitoring of sub-recipient grant project spending activities to ensure grant compliance. Overall, position is responsible for implementing policies and procedures to ensure programmatic and financial compliance of all UASI grants, and for managing the site reviews and monitoring visits of subrecipient jurisdictions.
Specific and essential duties asigned to this position include:
- Provide program and fiscal support in administering the UASI program for the Bay Area region, including but not limited to ensuring programmatic and financial compliance with all UASI grants based on requirements from the Department of Homeland Security and the California Governor’s Office of Emergency Services
- Maintain familiarity with the Federal Code of Regulations, the California Governor’s Office of Emergency Services Grant Standard Assurances, and City and County of San Francisco Office of Contract Administration and Controller’s Office requirements
- Work closely with members of the UASI Management Team responsible for grant compliance to ensure processes and procedures are followed prior to encumbering funds and issuing payments
- Validate and process appropriate claims, invoices, reimbursement requests, MOUs, and similar operating expenses fiscal paperwork
- Draft, finalize, and implement a variety of fiscal reports to reflect up-to-date financial status
